PAG LIN 1 1 Amend House File 2549 as follows: 1 2 #1. Page 3, by striking lines 26 through 28 and 1 3 inserting the following: "the provision of 1 4 organizational support and technical assistance to 1 5 teachers, other than beginning teachers, for the 1 6 remediation of identified teaching and classroom 1 7 management concerns." 1 8 #2. By striking page 3, line 34, through page 4, 1 9 line 10 and inserting the following: 1 10 "Sec. . Section 284.3, subsection 2, Code 2001, 1 11 is amended by striking the subsection and inserting in 1 12 lieu thereof the following: 1 13 2. A school board shall provide for the following: 1 14 a. By July 1, 2002, for purposes of comprehensive 1 15 evaluations for beginning teachers required to allow 1 16 beginning teachers to progress to career teachers, 1 17 standards and criteria that are the Iowa teaching 1 18 standards specified in subsection 1 and the model 1 19 criteria for the Iowa teaching standards developed by 1 20 the department in accordance with section 256.9, 1 21 subsection 50. These standards and criteria shall be 1 22 set forth in an instrument provided by the department. 1 23 The comprehensive evaluation and instrument are not 1 24 subject to negotiations or grievance procedures 1 25 pursuant to chapter 20 or determinations made by the 1 26 board of directors under section 279.14. A local 1 27 school board and its certified bargaining 1 28 representative may negotiate, pursuant to chapter 20, 1 29 evaluation and grievance procedures for beginning 1 30 teachers that are not in conflict with this chapter. 1 31 b. By July 1, 2004, for purposes of performance 1 32 reviews for teachers other than beginning teachers, 1 33 evaluations that contain, at a minimum, the Iowa 1 34 teaching standards specified in subsection 1, as well 1 35 as the model criteria for the Iowa teaching standards 1 36 developed by the department in accordance with section 1 37 256.9, subsection 50. A local school board and its 1 38 certified bargaining representative may negotiate, 1 39 pursuant to chapter 20, additional teaching standards 1 40 and criteria. A local school board and its certified 1 41 bargaining representative may negotiate, pursuant to 1 42 chapter 20, evaluation and grievance procedures for 1 43 teachers other than beginning teachers that are not in 1 44 conflict with this chapter." 1 45 #3. A participating school district shall review a 2 12 teacher's". 2 13 #9. Page 9, line 2, by striking the word 2 14 "supervisors" and inserting the following: 2 15 "evaluators". 2 16 #10. Page 9, by striking lines 5 through 15 and 2 17 inserting the following: 2 18 "2. If an evaluator determines, at any time, as a 2 19 result of a teacher's performance that the teacher is 2 20 not meeting district expectations under the Iowa 2 21 teaching standards specified in section 284.3, 2 22 subsection 1, paragraphs "a" through "g", the model 2 23 criteria for the Iowa teaching standards developed by 2 24 the department in accordance with section 256.9, 2 25 subsection 50, or any other standards or criteria 2 26 established in the collective bargaining agreement, 2 27 the evaluator may recommend to the district that the 2 28 teacher participate in an intensive assistance 2 29 program. The intensive assistance program and its 2 30 implementation are not subject to negotiation or 2 31 grievance procedures established pursuant to chapter 2 32 20. By July 1, 2004, all school districts must be 2 33 prepared to offer an intensive assistance program." 2 34 #11.
