  2  6    "Sec.    .  NEW SECTION.  284.11  PILOT PROGRAM FOR
  2  7 TEAM-BASED VARIABLE PAY FOR STUDENT ACHIEVEMENT.
  2  8    1.  It is the intent of the general assembly to
  2  9 create a statewide team-based variable pay program to
  2 10 reward individual attendance centers for improvement
  2 11 in student achievement.  A pilot program is
  2 12 established to give Iowa school districts with one or
  2 13 more participating attendance centers the opportunity
  2 14 to explore and demonstrate successful methods to
  2 15 implement team-based variable pay.  The department
  2 16 shall develop and administer the pilot program.  Each
  2 17 school district approved by the department to
  2 18 participate in the pilot program shall administer
  2 19 valid and reliable standardized assessments at the
  2 20 beginning and end of the school year to demonstrate
  2 21 growth in student achievement.
  2 22    2.  All licensed practitioners employed at a
  2 23 participating attendance center that has demonstrated
  2 24 improvement in student achievement shall share in a
  2 25 cash award.  However, the school district is
  2 26 encouraged to extend cash awards to other staff
  2 27 employed at the attendance center.
  2 28    3.  The principal, with the participation of a team
  2 29 of licensed practitioners appointed by the principal,
  2 30 at each participating attendance center within a
  2 31 school district shall annually submit district
  2 32 attendance center student performance goals to the
  2 33 school board for approval.  The attendance center
  2 34 goals must be aligned with the school improvement
  2 35 goals for the district developed in accordance with
  2 36 section 256.7, subsection 21.  The district shall
  2 37 determine the designation of an attendance center for
  2 38 purposes of this section.  The attendance center
  2 39 student performance goals may differ from attendance
  2 40 center to attendance center and may contain goals and
  2 41 indicators in addition to the comprehensive school
  2 42 improvement plan.  An attendance center shall
  2 43 demonstrate student achievement through the use of
  2 44 multiple measures that are valid and reliable.
  2 45    4.  Each participating district shall create its
  2 46 own design for a team-based pay plan linked to the
  2 47 district's comprehensive school improvement plan.  The
  2 48 plan must include attendance center student
  2 49 performance goals, student performance levels,
  2 50 multiple indicators to determine progress toward
  3  1 attendance center goals, and a system for providing
  3  2 financial rewards.  The team-based pay plan shall be
  3  3 approved by the local board.
  3  4    5.  Each district team-based pay plan shall be
  3  5 reviewed by the department.  The department shall
  3  6 include a review of the locally established goals,
  3  7 targeted levels of improvement, assessment strategies,
  3  8 and financial reward system.
  3  9    6.  A district electing to initiate a team-based
  3 10 variable pay plan according to this section during the
  3 11 school year beginning July 1, 2001, shall notify the
  3 12 department of its election in writing no later than
  3 13 August 1, 2001.  The department shall certify the
  3 14 school district plan by October 1, 2001."
  3 15    #17.  Page 16, by striking line 11 and inserting

  3 18 reading at the fourth and eighth grade levels on a
  3 19 district-by-district basis as reported to the local
