The office of distance learning may 1 31 receive and utilize grants and other funds in addition 1 32 to amounts appropriated pursuant to this paragraph. 1 33 The office of distance learning shall identify and 1 34 facilitate distance learning technology and 1 35 applications between all interested agencies and 1 36 entities involved or potentially involved in distance 1 37 learning activities including, but not limited to, K- 1 38 12 schools, area education agencies, institutions of 1 39 higher learning, Iowa public television, the 1 40 department of education, the Iowa communications 1 41 network, the information technology department, and 1 42 military and private sector institutions or agencies. 1 43 Amounts which remain unallocated or unexpended at the 1 44 close of the fiscal year shall revert to the pooled 1 45 technology account for the support of technology 1 46 programs in the succeeding fiscal year." 1 47 #7. Page 5, by inserting before line 1 the 1 48 following: "The office of distance learning is 1 49 authorized to purchase a statewide site license for 1 50 web-based educational training and testing programs of 2 1 online assessments, lessons, and activities related to 2 2 academic performance and may provide access to such 2 3 programs for educational purposes." 2 4 #8. Of this amount, 2 24 $564,000 shall be utilized for lease-purchase costs 2 25 related to the justice data warehouse technology 2 26 project, and $60,000 shall be transferred to the 2 27 division of criminal and juvenile justice planning of 2 28 the department of human rights for 1.00 FTE to provide 2 29 support for the justice data warehouse technology 2 30 project." 2 31 #12. Page 6, by inserting after line 33 the 2 32 following: 2 33 "Sec. . Section 14B.105, subsection 2, 2 34 paragraph f, Code 2001, is amended to read as follows: 2 35 f. Review the recommendations of the IowAccess 2 36 advisory council regarding rates to be charged for 2 37 access to and for value-added services performed 2 38 through IowAccess, and make recommendations to the2 39general assembly regarding such rates. A rate shall2 40not be approved or charged unless approved by act of2 41the general assembly. The information technology 2 42 council shall report the establishment of a new rate 2 43 or change in the level of an existing rate to the 2 44 department of management, and the department of 2 45 management shall notify the legislative fiscal bureau 2 46 regarding the rate establishment or change." 2 47 #13. Page 7, line 6, by inserting after the word 2 48 "locations." the following: "All revenue derived from 2 49 a pilot project implemented pursuant to this 2 50 subsection shall be deposited into the pooled 3 1 technology account." 3 2 #14. Section 260A.1, subsection 1, Code 3 5 2001, is amended by striking the subsection and 3 6 inserting in lieu thereof the following: 3 7 1. Appropriations from the pooled technology 3 8 account may be used for the purposes authorized in the 3 9 community college vocational-technical technology 3 10 improvement program. 3 11 Sec. . Section 260A.2, Code 2001, is amended to 3 12 read as follows: 3 13 260A.2 COMMUNITY COLLEGE VOCATIONAL-TECHNICAL 3 14 TECHNOLOGY IMPROVEMENT PLANS. 3 15 Prior to receiving moneys under this chapter, the 3 16 board of directors of a community college shall adopt 3 17 a technology plan that supports community college 3 18 vocational-technical technology improvement efforts, 3 19 authorizes a needs assessment of business and industry 3 20 in the district, and includes an evaluation component, 3 21 and shall provide to the department of education 3 22 adequate assurance that funds received under this 3 23 chapter will be used in accordance with the technology 3 24 plan. The plan shall be developed by licensed 3 25 professional staff of the community college, including 3 26 both faculty members and school administrators, the 3 27 private sector, trade and professional organizations, 3 28 and other interested parties, and shall, at a minimum, 3 29 focus on the attainment of the vocational-technical 3 30 skills and achievement goals of the student. The plan 3 31 shall consider the community college's 3 32 interconnectivity with the Iowa communications 3 33 network, and shall demonstrate how, over a four-year3 34period,the board will utilize technology to improve 3 35 vocational-technical student achievement. The 3 36 technology plan shall be kept on file at the community 3 37 college. Progress made under the plan shall be 3 38 reported annually to the department of education in a 3 39 manner prescribed by the department of education." 3 40 #15.
