  4 15 following conditions exists:
  4 16    a.  The individual is completely unable to
  4 17 participate in any agreement option due to disability.
  4 18    b. a.  The individual is less than sixteen years of
  4 19 age and is not a parent.
  4 20    c. b.  The individual is sixteen through eighteen
  4 21 years of age, is not a parent, and is attending
  4 22 elementary or secondary school, or the equivalent
  4 23 level of vocational or technical school, on a full-
  4 24 time basis.
  4 25    d. c.  The individual is not a United States
  4 26 citizen and is not a qualified alien as defined in 8
  4 27 U.S.C. } 1641."
