The individual is completely unable to4 17participate in any agreement option due to disability.4 18b.a. The individual is less than sixteen years of 4 19 age and is not a parent. 4 20c.b. The individual is sixteen through eighteen 4 21 years of age, is not a parent, and is attending 4 22 elementary or secondary school, or the equivalent 4 23 level of vocational or technical school, on a full- 4 24 time basis. 4 25d.c. The individual is not a United States 4 26 citizen and is not a qualified alien as defined in 8 4 27 U.S.C. } 1641." 4 28 #37.
