  1  1    Amend House File 725 as follows:
  1  2    #1.  Page 10, by inserting after line 7, the
  1  3 following:
  1  4    "Sec. 101.  FOOT AND MOUTH DISEASE – PREVENTION,
  1  5 DETECTION, CONTAINMENT, AND ERADICATION.  There is
  1  6 appropriated from the brucellosis and tuberculosis
  1  7 eradication fund created in section 165.18 to the
  1  8 department of agriculture and land stewardship for the
  1  9 fiscal period beginning July 1, 2000, and ending June
  1 10 30, 2002, the following amount, or so much thereof as
  1 11 is necessary, to be used for the purposes designated:
  1 12    For the prevention, detection, containment, and
  1 13 eradication of outbreaks of foot and mouth disease,
  1 14 including for salaries, support, maintenance, and
  1 15 miscellaneous purposes:  
  1 16 .................................................. $    250,000
  1 17    1.  The department shall use a portion of moneys
  1 18 appropriated in this section to contract with a
  1 19 licensed veterinarian in order to carry out the
  1 20 purposes of this section.  In carrying out those
  1 21 purposes, the department, with the support of the
  1 22 contract veterinarian, may act in coordination with
  1 23 other agencies.  The department, acting with support
  1 24 of the contract veterinarian and in cooperation with
  1 25 the emergency management division of the department of
  1 26 public defense, shall do all of the following:
  1 27    a.  Provide for emergency planning.
  1 28    b.  Provide training to interested persons,
  1 29 including livestock producers, veterinarians, and
  1 30 agricultural associations.
  1 31    c.  Publish and disseminate educational materials
  1 32 to the public and interested persons.
  1 33    2.  The department shall not authorize the
  1 34 assessment of a levy as otherwise provided in section
  1 35 165.18 because of moneys appropriated in this
  1 36 section."
  1 37    #2.  Page 11, by inserting after line 30, the
  1 38 following:
  1 39    "Sec.    .  Section 101 of this Act, being deemed
  1 40 of immediate importance, takes effect upon enactment."
