PAG LIN 1 1 Amend the amendment, H-1531, to Senate File 412, as 1 2 passed by the Senate, as follows: 1 3 #1. Page 1, lines 1 and 2, by striking the words 1 4 "amended, passed, and reprinted" and inserting the 1 5 following: "passed". 1 6 "# . Page 1, by inserting before line 5, the 1 7 following: 1 8 ""Section 1. Section 256.9, subsection 43, Code 1 9 2001, is amended to read as follows: 1 10 43. a. Prepare a plan and a report for ensuring 1 11 that all Iowa children will be able to satisfy the 1 12 requirements for high school graduation. The plan and 1 13 report shall include a statement of the dimensions of 1 14 the dropout problem in Iowa; a survey of existing 1 15 programs geared to dropout prevention; a plan for use 1 16 of competency-based outcome methods and measures; 1 17 proposals for alternative means for satisfying 1 18 graduation requirements including alternative high 1 19 school settings, supervised vocational experiences, 1 20 education experiences within the correctional system, 1 21 screening and assessment mechanisms for identifying 1 22 students who are at risk of dropping out and the 1 23 development of an individualized education plan for 1 24 identified students; a requirement that schools 1 25 provide information to students who drop out of school 1 26 on options for pursuing education at a later date; the 1 27 development of basic materials and information for 1 28 schools to present to students leaving school; a 1 29 requirement that students notify their school 1 30 districts of residence when the student discontinues 1 31 school, including the reasons for leaving school and 1 32 future plans for career development; a requirement 1 33 that, unless a student chooses to make the information 1 34 relating to the student leaving school confidential, 1 35 schools make the information available to community 1 36 colleges, area education agencies, and other 1 37 educational institutions upon request; recommendations 1 38 for the establishment of pilot projects for the 1 39 development of model alternative options education 1 40 programs; a plan for implementation of any recommended 1 41 courses of action to attain a zero dropout rate by the 1 42 year 2000; and other requirements necessary to achieve 1 43 the goals of this subsection. Alternative means for 1 44 satisfying graduation requirements which relate to the 1 45 development of individualized education plans for 1 46 students who have dropped out of the regular school 1 47 program shall include, but are not limited to, a 1 48 tracking component that requires a school district to 1 49 maintain periodic contact with a student, assistance 1 50 to a dropout in curing any of the student's academic 2 1 deficiencies, an assessment of the student's 2 2 employability skills and plans to improve those 2 3 skills, and treatment or counseling for a student's 2 4 social needs. The department shall also prepare a 2 5 cost estimate associated with implementation of 2 6 proposals to attain a zero dropout rate, including but 2 7 not limited to evaluation of existing funding sources 2 8 and a recommended allocation of the financial burden 2 9 among federal, state, local, and family resources. 2 10 b. The department shall prepare and distribute to 2 11 school districts and accredited nonpublic schools upon 2 12 request a video, the audience for which shall be 2 13 students who are at risk of dropping out. The video 2 14 shall illustrate the problems that research indicates 2 15 dropouts are likely to encounter and shall provide 2 16 information regarding the various alternative 2 17 education options that may be available to a student, 2 18 including alternative means for satisfying graduation 2 19 requirements, alternative high school settings, 2 20 supervised vocational experiences, and options for 2 21 pursuing education at a later date. The video shall 2 22 also document and illustrate the increased 2 23 employability of a student who meets the challenge of 2 24 progressing through secondary and postsecondary 2 25 educational experiences. The department is encouraged 2 26 to seek funding assistance from the private sector for 2 27 the cost of producing and distributing the video." 2 28 #2.
