1 2 #1. Page 4, by inserting after line 35 the
1 3 following:
1 4 "Sec. ___. Section 476.20, Code 2001, is amended
1 5 by adding the following new subsection:
1 6 NEW SUBSECTION. 6. a. The board shall establish
1 7 rules relating to payment plans for consumers, which
1 8 rules shall be uniform with respect to all public
1 9 utilities furnishing gas or electricity, including but
1 10 not limited to regulated utilities, municipally owned
1 11 utilities and unincorporated villages that own their
1 12 own distribution systems, and rural electric
1 13 cooperatives.
1 14 b. When a residential customer is subject to
1 15 disconnection of service, or has had service
1 16 disconnected, due to inability to pay for utility
1 17 service, the utility shall offer the residential
1 18 customer the opportunity to enter into a reasonable
1 19 agreement to pay the outstanding debt to the utility,
1 20 unless the customer is in default on a payment
1 21 agreement."
1 22 #2. Title page, line 2, by inserting after the
1 23 word "electric" the following: "policy, including".
1 24 #3. Title page, line 11, by inserting after the
1 25 word "agencies;" the following: "providing for
1 26 consumer payment plans for utility bills;".
1 27 #4. By renumbering as necessary.
