  3 43 section 15.365, subsection 3, there is appropriated
  3 44 for the fiscal year beginning July 1, 2000, and ending
  3 45 June 30, 2001, $100,000, or so much thereof as is
  3 46 necessary, $0 from the general fund of the state to
  3 47 the department of economic development to pay refunds
  3 48 as provided under section 15.365.
