PAG LIN 1 1 Amend Senate File 66, as passed by the Senate, as 1 2 follows: 1 3 #1. Page 1, by inserting before line 1 the 1 4 following: 1 5 "Section 1. Section 2.10, subsection 4, unnumbered 1 6 paragraph 1, Code 2001, is amended to read as follows: 1 7 The director of revenue and finance shall pay, from 1 8 moneys appropriated to the general assembly pursuant 1 9 to section 2.12, the travel and expenses of the 1 10 members of the general assembly commencing with the 1 11 first pay period after the names of such persons are 1 12 officially certified. The salaries of the members of 1 13 the general assembly shall be paid pursuant to any of 1 14 the following alternative methods: 1 15 Sec. . Section 2.10, subsection 6, Code 2001, 1 16 is amended to read as follows: 1 17 6. If a special session of the general assembly is 1 18 convened, members of the general assembly shall 1 19 receive, in addition to their annual salaries, the sum 1 20 of eighty-six dollars per day for each day the general 1 21 assembly is actually in special session, and the same 1 22 travel allowances and expenses as authorized by this 1 23 section which shall be payable from moneys 1 24 appropriated to the general assembly pursuant to 1 25 section 2.12. A member of the general assembly shall 1 26 receive the additional per diem, travel allowances and 1 27 expenses only for the days of attendance during a 1 28 special session. 1 29 Sec. . Section 2.11, unnumbered paragraph 1, 1 30 Code 2001, is amended to read as follows: 1 31 Each house of the general assembly may employ such 1 32 officers and employees as itshall deemdeems 1 33 necessary for the conduct of its business. The 1 34 compensation of the chaplains, officers, and employees 1 35 of the general assembly shall be fixed by joint action 1 36 of the house and senate by resolution at the opening 1 37 of each session, or as soonthereafterafter the 1 38 opening as conveniently can be done. Payment of the 1 39 compensation shall be from moneys appropriated to the 1 40 general assembly pursuant to section 2.12. Such 1 41 persons shall be furnishedby the statesuch supplies 1 42 as may be necessary for the proper discharge of their 1 43 duties. 1 44 Sec. . Section 2.12, Code 2001, is amended to 1 45 read as follows: 1 46 2.12 EXPENSES OF GENERAL ASSEMBLY AND LEGISLATIVE 1 47 AGENCIES BUDGETS. 1 48 1.There is appropriated out of any funds in the1 49state treasury not otherwise appropriated a sum1 50sufficient to pay forThe following expenses, 2 1 salaries, per diems, budgets, and other items shall be 2 2 paid from appropriations made to the general assembly 2 3 for these purposes: 2 4 a. For legislative printing and all current and 2 5 miscellaneous expenses of the general assembly, 2 6 authorized by either the senate or the house, and the. 2 7 The director of revenue and finance shall issue 2 8 warrants for such items of expense upon requisition of 2 9 the president, majority leader, and secretary of the 2 10 senate or the speaker and chief clerk of the house. 2 11 b.There is appropriated out of any funds in the2 12state treasury not otherwise appropriated, such sums2 13as are necessary, forFor each house of the general 2 14 assembly for the payment of any unpaid expense of the 2 15 general assembly incurred during or in the interim 2 16 between sessions of the general assembly, including 2 17 but not limited to salaries and necessary travel and 2 18 actual expenses of members, expenses of standing and 2 19 interim committees or subcommittees, and per diem or 2 20 expenses for members of the general assembly who serve 2 21 on statutory boards, commissions, or councils for 2 22 which per diem or expenses are authorized by law. The 2 23 director of revenue and finance shall issue warrants 2 24 for such items of expense upon requisition of the 2 25 president, majority leader, and secretary of the 2 26 senate for senateexpenseexpenses or the speaker and 2 27 chief clerk of the house for houseexpenseexpenses. 2 28 c.There is appropriated out of any funds in the2 29state treasury not otherwise appropriated, such sums2 30as are necessary forFor the renovation, remodeling, 2 31 or preparation of the legislative chambers, 2 32 legislative offices, or other areas or facilities used 2 33 or to be used by the legislative branch of government, 2 34 and for the purchase of legislative equipment and 2 35 supplies deemed necessary to properly carry out the 2 36 functions of the general assembly. The director of 2 37 revenue and finance shall issue warrants for such 2 38 items of expense, whether incurred during or between 2 39 sessions of the general assembly, upon requisition of 2 40 the president, majority leader, and secretary of the 2 41 senate for senateexpenseexpenses or the speaker and 2 42 chief clerk of the house for houseexpenseexpenses. 2 43 d.There is appropriated out of any funds in the2 44state treasury not otherwise appropriated such sums as2 45may be necessary forFor the fiscal year budgets of 2 46 the legislative service bureau, the legislative fiscal 2 47 bureau, the citizens' aide office and the computer 2 48 support bureau for salaries, support, maintenance, and 2 49 miscellaneous purposes to carry out their statutory 2 50 responsibilities. 3 1 2. The director of revenue and finance shall issue 3 2 warrants for salaries, support, maintenance, and 3 3 miscellaneous purposes upon requisition by the 3 4 administrative head of each statutory agency. The 3 5 legislative service bureau, the legislative fiscal 3 6 bureau, the citizens' aide office, and the computer 3 7 support bureau shall submit their proposed budgets to 3 8 the legislative council not later than September 1 of 3 9 each year. The legislative council shall review and 3 10 approve the proposed budgets not later than December 1 3 11 of each year. The legislative council on behalf of 3 12 the general assembly shall propose a budget for the 3 13 general assembly for the payment of expenses, 3 14 salaries, per diems, and other items for which the 3 15 general assembly is required to pay. The proposed 3 16 budget shall include a budget for both houses of the 3 17 general assembly. The budget approved by the 3 18 legislative council for each of its statutory 3 19 legislative agencies and its proposed budget for the 3 20 general assembly shall be transmitted by the 3 21 legislative council to the department of management on 3 22 or before December 1 of each year for the fiscal year 3 23 beginning July 1 of the following year. The 3 24 department of management shall submit the approved 3 25 budgets received from the legislative council to the 3 26 governor for review and revision as necessary for 3 27 inclusion in the governor's proposed budget for the 3 28 succeeding fiscal year. The approved and proposed 3 29 budgets developed by the legislative council shall 3 30 also be submitted to the chairpersons of the 3 31 committees on appropriations.The committees on3 32appropriations may allocate from the funds3 33appropriated by this section the funds contained in3 34the approved budgets, or such other amounts as3 35specified, pursuant to a concurrent resolution to be3 36approved by both houses of the general assembly. The3 37director of revenue and finance shall issue warrants3 38for salaries, support, maintenance, and miscellaneous3 39purposes upon requisition by the administrative head3 40of each statutory legislative agency. If the3 41legislative council elects to change the approved3 42budget for a legislative agency prior to July 1, the3 43legislative council shall transmit the amount of the3 44budget revision to the department of management prior3 45to July 1 of the fiscal year, however, if the general3 46assembly approved the budget it cannot be changed3 47except pursuant to a concurrent resolution approved by3 48the general assembly.3 49 Sec. . Section 2.13, Code 2001, is amended to 3 50 read as follows: 4 1 2.13 ISSUANCE OF WARRANTS. 4 2 The director of revenue and finance shall also 4 3 issue to each officer and employee of the general 4 4 assembly, during legislative sessions or interim 4 5 periods, upon vouchers signed by the president, 4 6 majority leader, and secretary of the senate or the 4 7 speaker and chief clerk of the house, warrants for the 4 8 amount due for services rendered. The warrants shall 4 9 be paidout of any moneys in the treasury not4 10otherwise appropriatedfrom moneys appropriated to the 4 11 general assembly pursuant to section 2.12. 4 12 Sec. . Section 2.104, Code 2001, is amended to 4 13 read as follows: 4 14 2.104 BUDGET. 4 15 Expenses of the computer support bureau shall be 4 16 paid upon approval of the director of the bureau from 4 17 moneys appropriated to the general assembly pursuant 4 18 to section 2.12. The budget of the computer support 4 19 bureau for each fiscal year shall be prepared by the 4 20 director and submitted to the legislative council as 4 21 provided in section 2.12. 4 22 Sec. . Section 2B.22, Code 2001, is amended to 4 23 read as follows: 4 24 2B.22 APPROPRIATION. 4 25There is hereby appropriated out of any money in4 26the treasury not otherwise appropriated an amount4 27sufficient to defray allThe expenses incurred in the 4 28 carrying out of the provisions of this chapter shall 4 29 be paid from moneys appropriated to the general 4 30 assembly pursuant to section 2.12." 4 31 #2. Page 1, by inserting after line 16 the 4 32 following: 4 33 "Sec. . Section 17A.8, subsection 3, Code 2001, 4 34 is amended to read as follows: 4 35 3. A committee member shall be paid the per diem 4 36 specified in section 2.10, subsection 5, for each day 4 37 in attendance and shall be reimbursed for actual and 4 38 necessary expenses.There is appropriated from money4 39in the general fund not otherwise appropriated an4 40amount sufficient to payThe costs incurred under this 4 41 section shall be paid from moneys appropriated to the 4 42 general assembly pursuant to section 2.12." 4 43 #3.
