  requiring that a person who owns or controls animals under a production
  contract is
  liable for civil penalties arising out of violations of the terms and
  conditions of a
  manure management plan submitted by the owner of a confinement feeding
  operation
  in which the animals are fed.

  Recommendation:  APPROVED COMMITTEE BILL.
