5 twenty-five thousand dollars or more shall be

7 chapters 73a and 573. The local contracting
8 organization shall designate a contracting officer and
9 shall establish procedures to manage the contract,
10 approve bills for payment, and review proposed change
11 orders or amendments to the contract."
