1 Extended learning opportunities include but are not
2 limited to extending the school year, the school day,
3 or other school-based programs for students and
4 families. Services may include but are not limited to
5 counseling, mentoring, cultural arts, community
6 service, clubs, computer access homework assistance,
7 and parenting skills. The model programs should
8 establish a continuum of academic and personal support
9 for students and their families.
10 From the sum allocated for use in accordance with
11 this paragraph "h" in the fiscal year beginning July
12 1, 2000, and ending June 30, 2001, one hundred twenty-
13 one thousand dollars shall be used to support the
14 americorps after-school initiative.
15 Sec. 27. Section 279.51, subsection 3, Code
16 Supplement 1999, is amended to read as follows:
17 3. A school-based youth services education program
18 is established. The department of education, in
19 consultation with the department of human services,
20 the department of workforce development, the Iowa
21 department of public health, the division of criminal
22 and juvenile justice planning of the department of
23 human rights, institutions of higher learning with
24 applicable programs, and the division of job training
25 and entrepreneurship assistance of the department of
26 economic development, shall develop a four-year
27 demonstration grant program that commences in the
28 fiscal year beginning July 1, 1994. The department
29 shall provide grants to individual or consortiums of
30 elementary, middle, or high schools to establish
31 school-based youth services programs, in conjunction
32 with local agencies and community organizations, based
33 upon program plans filed by the board of directors of
34 the school district. Grant recipients shall be
35 prepared to offer extended learning opportunities as
36 defined in subsection 1, paragraph "h" by July 1,
37 2001. The department shall provide grants to
38 establish model programs in at least the following
39 three size categories:
40 Sec. 28. Section 294A.25, subsections 1, 6, 10,
41 12, 13, and 14, Code Supplement 1999, are amended to
42 read as follows:
43 1. For the fiscal year beginning July 1, 1998
44 2000, and for each succeeding year, there is
45 appropriated from the general fund of the state to the
46 department of education the amount of eighty-two
47 eighty million eight hundred ninety-one thousand three
48 hundred thirty-six dollars to be used to improve
49 teacher salaries. The moneys shall be distributed as
50 provided in this section.
