The bill having received a constitutional majority was declared to
have passed the House and the title was agreed to.

House File 2436, a bill for an act delaying the repeal of the school
finance formula, was taken up for consideration.

Weigel of Chickasaw asked and received unanimous consent to
withdraw amendment H-8091 filed by him on February 29, 2000.

Kreiman of Davis offered amendment H-8119 filed by him as
follows:

H-8119

1 Amend House File 2436 as follows:
2 1. Page 1, by inserting after line 4 the
3 following:
4 "Sec. . LEGISLATIVE REVIEW - SCHOOL FINANCE
5 FORMULA. School finance formula provisions enacted as
6 a successor to chapter 257 following the repeal of
7 that chapter pursuant to this Act shall be subject to
8 legislative review every five years. The review shall
9 be based upon a school finance formula status report
10 to be prepared by the department of education, in
11 association with the departments of management and
12 revenue and finance. The report shall include
13 recommendations for school finance formula changes or
14 revisions based upon the results of a survey of all
15 school districts in the state soliciting input
16 regarding perceived problem areas; demographic
17 changes, enrollment trends, and property tax valuation
18 fluctuations observed by the departments during the
19 preceding five-year interval; an analysis of the
20 operation of the school finance formula during the
21 preceding five-year interval conducted by the
22 departments; recommendations of legislative interim
23 committees impacting the school finance formula
24 conducted during the preceding five-year period; and a
25 summary of issues that have arisen since the previous
26 review and potential approaches for their resolution.
27 The first such report shall be submitted to the
28 general assembly by January 1, 2007, with subsequent
29 reports developed and submitted by January 1 of every
30 fifth year thereafter."
31 2. Title page, line 1, by inserting after the word
32 "formula" the following: ", and providing for a
33 periodic legislative review".
