The following message was received from the Senate:
Mr. Speaker: I am directed to inform your honorable body that the Senate has on
February 7, 2000, passed the following bill in which the concurrence of the House is
asked:
Senate File 2031, a bill for an act relating to violations of the sex offender registry
requirements and providing an effective date.

EXPLANATION OF VOTE
I was necessarily absent from the House chamber on February 3,
2000. Had I been present, I would have voted "aye" on Senate File
