  The appointee having received a two-thirds vote was declared to
  have been confirmed by the Senate.

  Senator Iverson called up the appointment of Brian B. Bales, as
  Executive Director of the Commission of Veterans Affairs, placed on
  the Individual Confirmation Calendar on March 31, 1999, and found
  on page 879 of the Senate Journal.

  Senator Kibbie moved that the foregoing appointment be
  confirmed by the Senate.
