  The bill not having received a constitutional majority was declared
  to have failed to pass the Senate.

  IMMEDIATELY MESSAGED

  Senator Hedge asked and received unanimous consent that
  Senate File 304 and House Files 224 and 443 be immediately
  messaged to the House.

  HOUSE MESSAGES RECEIVED

  The following messages were received from the Chief Clerk of the
  House:

  MADAM PRESIDENT:  I am directed to inform your honorable body that the
  House has on March 23, 1999, passed the following bills in which the
  concurrence of
  the Senate is asked:

  House File 234, a bill for an act limiting the liability of the state
  and political subdivisions of the state for certain losses caused by the
  failure of computer software or a device containing a computer
  processor.

  Read first time and referred to committee on State Government.

  House File 448, a bill for an act prohibiting the transmission of
  electronic mail which includes advertisements in certain
  circumstances and providing for monetary damages, criminal
  penalties, and other remedies.

  Read first time and referred to committee on Commerce.

  House File 532, a bill for an act relating to practitioner
  preparation programs and providing for a pilot study to assess the
  performance of teacher education graduates.

  Read first time and referred to committee on Education.

  House File 624, a bill for an act relating to electronic commerce
  security, and providing penalties.

  Read first time and referred to committee on Commerce.
