PAG LIN 1 1 HOUSE FILE 532 1 2 1 3 AN ACT 1 4 RELATING TO PRACTITIONER PREPARATION PROGRAMS AND PROVIDING 1 5 FOR A PILOT STUDY TO ASSESS THE PERFORMANCE OF TEACHER 1 6 EDUCATION GRADUATES. 1 7 1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 9 1 10 Section 1. Section 256.16, Code 1999, is amended to read 1 11 as follows: 1 12 256.16 SPECIFIC CRITERIA FOR TEACHER PREPARATION AND 1 13 CERTAIN EDUCATORS. 1 14 1. Pursuant to section 256.7, subsection 5, the state 1 15 board shall adopt rules requiring all higher education 1 16 institutions providing practitioner preparation toincludedo 1 17 the following: 1 18 a. Administer a basic skills test to practitioner 1 19 preparation program admission candidates. Rules adopted shall 1 20 require institutions to deny admission to the program to any 1 21 candidate who does not successfully pass the test. 1 22 b. Include preparation in reading programs, including 1 23 reading recovery, and integrate reading strategies into 1 24 content area methods coursework. 1 25 c. Include in the professional education program, 1 26 preparation that contributes to the education of students with 1 27 disabilities and students who are gifted and talented,which1 28 and preparation in classroom management addressing high-risk 1 29 behaviors including, but not limited to, behaviors related to 1 30 substance abuse. Preparation required under this paragraph 1 31 must be successfully completed before graduation from the 1 32 practitioner preparation program. 1 33 2. A person initially applying for a license shall 1 34 successfully complete a professional education program 1 35 containing the subject matter specified in this section, 2 1 before the initial action by the board of educational 2 2 examiners takes place. 2 3 Sec. 2. Section 272.25, subsection 1, Code 1999, is 2 4 amended to read as follows: 2 5 1. A requirement that each student admitted to an approved 2 6 practitioner preparation program must participate in field 2 7 experiences that include both observation and participation in 2 8 teaching activities in a variety of school settings. These 2 9 field experiences shall comprise a total of at least fifty 2 10 hours' duration, at leastfortyten hours of which shall occur 2 11afterprior to a student'sadmission toacceptance in an 2 12 approved practitioner preparation program. The student 2 13 teaching experience shall be a minimum of twelve weeks in 2 14 duration during the student's final year of the practitioner 2 15 preparation program. 2 16 Sec. 3. BOARD OF EDUCATIONAL EXAMINERS PILOT PROGRAM 2 17 STUDY. The board of educational examiners shall develop and 2 18 implement a one-year pilot study to assess the performance of 2 19 teacher education graduates in the areas of content and 2 20 pedagogy using a standardized, national assessment, which may 2 21 be modified to meet the information needs of the board. The 2 22 purpose of the pilot study is to measure an education 2 23 graduate's knowledge in the graduate's chosen major field and 2 24 the graduate's attained level of pedagogy, to establish 2 25 baseline data on graduates, and to determine whether 2 26 successful completion of a standardized assessment should be 2 27 required of all education graduates prior to initial 2 28 licensure. Individual assessment results from this study 2 29 shall not prohibit an individual from receiving an initial 2 30 teaching license under this chapter if the individual meets 2 31 all other qualifications for licensure. By January 15, 2001, 2 32 the board of educational examiners shall submit its 2 33 recommendations in a report summarizing the results of the 2 34 pilot study to the chairpersons and ranking members of the 2 35 senate and house standing education committees and of the 3 1 joint subcommittee on education appropriations. 3 2 3 3 3 4 3 5 BRENT SIEGRIST 3 6 Speaker of the House 3 7 3 8 3 9 3 10 MARY E.
