  The Senate met in regular session at 9:08 a.m., President Kramer presiding.

  Prayer was offered by Father Eugene Murray of the Holy Family Parish,
  Emmetsburg, Iowa.

  The Journal of Tuesday, March 16, 1999, was approved.

  SPECIAL GUESTS

  Senator Kibbie introduced the Honorable Batt O'Keefe, County Cork Chairman
  of the Joint Committee on Health and Children.
  Chairman O'Keefe is a lecturer at Cork Institute of Technology and Cork
  Regional Technical Community.  Chairman O'Keefe
  addressed the Senate with remarks about his country's growing economy and
  the Irish peace agreement.  Chairman O'Keefe was
  accompanied by his wife, Mary.

  Senator Kibbie introduced 1999 Miss Shamrock Catherine Nelson, daughter of
  Mr. and Mrs. R. David Nelson, Ruthven, Iowa.

  Irish Dancers were present in the balcony.

  LEAVE OF ABSENCE

  Leave of absence was granted as follows:

  Senator Deluhery for the day, on request of Senator Gronstal.
