  Relating to transportation, including regulation of school buses
  and special trucks, vehicle titling and registration, commercial

  vehicle manufacturers, distributors, and dealers, size, weight, and
  load restrictions on vehicles, driver education, and administrative
  procedures of the state department of transportation, and providing
  for fees and penalties.
