  1  1    Section 1.  IOWA BATTLE FLAG COMMISSION.
  1  2    1.  An Iowa battle flag commission is established within
  1  3 the department of cultural affairs to develop a plan to
  1  4 preserve, document, and display the state battle flag
  1  5 collection.  The commission shall consist of eleven voting
  1  6 members with seven citizen members appointed by the governor
  1  7 and four members of the general assembly, two of whom shall be
  1  8 appointed by the speaker of the house of representatives after
  1  9 consultation with the majority and minority leaders of the
  1 10 house of representatives, and two of whom shall be appointed
  1 11 by the majority leader of the senate after consultation with
  1 12 the president of the senate and the minority leader of the
  1 13 senate, with not more than two members being from the same
  1 14 political party.  The director of the department of cultural
  1 15 affairs, the director of the department of general services,
  1 16 and the adjutant general of the Iowa national guard, or their
  1 17 designees, shall be nonvoting ex officio members.  The
  1 18 commission shall elect its own chairperson from among its
  1 19 members.  The citizen members shall include two
  1 20 representatives from the sons of the union veterans of the
  1 21 civil war, one representative from an Iowa civil war
  1 22 roundtable, one representative from an Iowa veterans service
  1 23 organization, one textile preservation expert from a regents
  1 24 institution, and two representatives from the general public.
  1 25 A legislative member is eligible for per diem and expenses as
  1 26 provided in section 2.10.
  1 27    The department shall provide administrative support for the
  1 28 commission and may contract with a professional flag
  1 29 conservator to assist the commission in performing its duties.
  1 30    2.  The commission shall transmit to the governor and the
  1 31 general assembly on or before December 1, 1999, a plan to
  1 32 preserve Iowa's battle flag collection.  The plan shall
  1 33 include recommendations with alternatives to stabilize,
  1 34 document, preserve, and display the collection and to
  1 35 recommend treatments for the battle flag display areas in the
  2  1 state capitol rotunda.  The plan shall present budgets to
  2  2 accomplish these goals.
  2  3    Sec. 2.  APPROPRIATION.  There is appropriated from the
  2  4 general fund of the state to the department of cultural
  2  5 affairs for the fiscal year beginning July 1, 1999, and ending
  2  6 June 30, 2000, the following amount, or so much thereof as is
  2  7 necessary, to be used for the purpose designated:
  2  8    For conducting a study of the battle flag collection's
  2  9 condition by a professional flag conservator, to provide staff
  2 10 support for the Iowa battle flag commission, established in
  2 11 this Act, and for other necessary expenses incurred by the
  2 12 commission:

  2 14                           EXPLANATION 
  2 15    This bill provides for the establishment of an Iowa battle
  2 16 flag commission.  The commission will be formed to develop a
  2 17 plan to preserve, document, and display the state battle flag
  2 18 collection.  The bill provides that the commission will
  2 19 develop and transmit to the governor and the general assembly
  2 20 by December 1, 1999, a plan to preserve the battle flag
  2 21 commission, which will include recommendations regarding
  2 22 alternative approaches to stabilize, document, preserve, and
  2 23 display the collection, along with anticipated budgets to
  2 24 accomplish these objectives.
  2 25    The bill provides that the commission membership will
  2 26 consist of 11 voting members, seven of which will be citizen
  2 27 members with backgrounds or qualifications as specified in the
  2 28 bill appropriate for service on the commission, and four of
  2 29 which will be members of the general assembly.  The bill
  2 30 additionally provides that the director of the department of
  2 31 cultural affairs, the director of the department of general
  2 32 services, and the adjutant general of the Iowa national guard,
  2 33 or their designees, will be nonvoting ex officio members.
  2 34    The bill provides for an appropriation of $50,000 to
  2 35 provide staff support to the commission, to finance a study of
  3  1 the battle flag collection's condition by a professional flag
  3  2 conservator, and for other necessary expenses incurred by the
  3  3 commission.
