  The Senate met in regular session at 9:11 a.m., Senator Lundby
  presiding.

  Prayer was offered by the Reverend Sarai Schnucker Beck,
  Executive Director of the Ecumenical Ministries of Iowa.

  The Journal of Tuesday, February 16, 1999, was approved.

  LEAVES OF ABSENCE

  Leaves of absence were granted as follows:

  Senator Fraise for the day, on request of Senator Gronstal; Senator Veenstra
  until
  he arrives, on request of Senator Hedge.
