  The Senate met in regular session at 9:06 a.m., President Kramer
  presiding.

  Prayer was offered by Pastor Mark Gerken, of the Faith Lutheran
  Church, Adel, Iowa.

  The Journal of Monday, February 15, 1999, was approved.

  SPECIAL GUESTS

  Senator Black presented the Honorable Robert Anderson, former
  Lieutenant Governor from Newton, Iowa. Lieutenant Governor
  Anderson was joined by ten business people from the Republic of
  Georgia, who are visiting Iowa to explore business practices.

  LEAVE OF ABSENCE

  Leave of absence was granted as follows:

  Senator Fraise for the day, on request of Senator Gronstal.

  APPOINTMENT OF MEMORIAL COMMITTEE

  Senator Iverson announced the appointment of the following
  Senators to the Memorial Committee:  Senators Drake, Chair; Bartz,
  Maddox, Connolly, Kibbie, and Shearer.
