FIRST CALENDAR DAY FIRST SESSION DAY Senate Chamber Des Moines, Iowa, Monday, January 11, 1999 Pursuant to chapter two (2), sections two point one (2.1) and two point three (2.3), Code of Iowa, the 1999 Regular Session of the Seventy-eighth General Assembly convened at 10:09 a.m., and the Senate was called to order by President Kramer. Prayer was offered by the Reverend Sam Massey, pastor of Westminster Presbyterian Church, Des Moines, Iowa. OPENING REMARKS BY THE PRESIDENT OF THE SENATE President Kramer addressed the Senate with the following remarks: Good Morning . . . We begin another session - it has the feel of the family reunion - We are glad to be together in this beautiful and historic place, and - we are presented with a fresh new opportunity to do good. What will we do with it? What obligations do we have? What is our duty to those who elected us? How will we approach the issues of our time? Perhaps we can learn from some historic words from our Founders, "Public opinion is the starting point of popular government, and that opinion must be Refined by Deliberative Processes." Alexander Hamilton also said - when "the interests of the people are at variance with their inclinations, it is their representatives' duty to give time and opportunity for more cool and sedate reflection." From time to time I might like to remind us of OUR need to "cool and sedate" reflection. Again, listening to our founders, Thomas Jefferson tells us we share the task of "refining and enlarging opinion" to represent our constituents at our and their best. Always on the first day - in the first week - when we celebrate tradition, protocol, the standards and decorum that make our Chamber and our state government prideful and majestic - we agree - our state is magnificent; it is
