The bill having received a constitutional majority was declared to 
have passed the House and the title was agreed to.
House File 461, a bill for an act relating to filing of a notice of an 
assignment of a mortgage, with report of committee recommending 
amendment and passage, was taken up for consideration.
Jenkins of Black Hawk offered the following amendment H-1067 
filed by the committee on commerce and regulation and moved its 
adoption:
H-1067
 1     Amend House File 461 as follows:
 2     1.  Page 1, by striking line 13 and inserting the
 3   following:
 4     "a.  A person who sells or otherwise transfers the
 5   servicing of a mortgage".
 6     2.  Page 1, by inserting after line 33 the
 7   following:
 8     "Sec.     .  EFFECTIVE DATE AND APPLICABILITY.  This
 9   Act takes effect on October 1, 1999, and applies to a
10   sale or transfer of a mortgage, or a satisfaction of a
11   mortgage which occurs on or after October 1, 1999."
12     3.  Title page, line 2, by inserting after the
13   word "mortgage" the following:  "and providing an
14   effective and applicability date".
15     4.  By renumbering as necessary.
The committee amendment H-1067 was adopted.
Jenkins of Black Hawk moved that the bill be read a last time now 
and placed upon its passage which motion prevailed and the bill was 
read a last time.
