Prayer was offered by Bishop Christopher Epting of the Episcopal 
Diocese of Iowa, Des Moines.
The Journal of Monday, March 15, 1999 was approved.
LEAVE OF ABSENCE
Leave of absence was granted as follows:
Cataldo of Polk, until his arrival, on request of Kreiman of Davis; Connors of Polk 
on request of Schrader of Marion; Heaton of Henry on request of Siegrist of 
Pottawattamie. 
INTRODUCTION OF BILLS
House File 693, by committee on judiciary, a bill for an act 
relating to the offense of operating a watercraft while intoxicated and 
providing penalties and other related matters.
Read first time and placed on the calendar.
House File 694, by committee on state government, a bill for an 
act concerning governmental deferred compensation programs by 
providing for multiple programs, investment options, and marketing 
requirements for the programs and providing an applicability 
provision.
Read first time and placed on the calendar.
House File 695, by committee on human resources, a bill for an 
act relating to the family investment program and food stamp 
benefits by providing an ineligibility penalty for individuals convicted
