change the penalties applicable to the possession, manufacture, or 
delivery of methamphetamine and other controlled substances, 
relating to the possession or control of adulterated or improperly 
labeled articles, providing for the reopening of certain sentences, and 
providing for restrictions on bail.
Read first time and placed on the calendar.
SENATE MESSAGE CONSIDERED
Senate File 283, by committee on appropriations, a bill for an act 
appropriating federal funds made available from federal block grants 
and other federal grants, allocating portions of federal block grants, 
and providing procedures if federal funds are more or less than 
anticipated or if federal block grants are more or less than 
anticipated.
Read first time and referred to committee on appropriations.
ADOPTION OF HOUSE MEMORIAL RESOLUTION 1
Greiner of Washington offered the following House Memorial Reso-
lution 1 and moved its adoption:
HOUSE MEMORIAL RESOLUTION 1
Whereas, The Honorable Herbert L. Campbell II, of 
Washington County, Iowa, who was a member of the Sixty-
third and Sixty-fourth general assemblies, passed away 
March 10, 1998; Now Therefore,
Be It Resolved by the House of Representatives, That 
a committee of three be appointed by the Speaker of the 
House to prepare suitable resolutions commemorating his 
life, character and service to the state.
