have passed the House and the title, as amended, was agreed to.
IMMEDIATE MESSAGES
Siegrist of Pottawattamie asked and received unanimous consent 
that the following bills be immediately messaged to the Senate:

EXPLANATIONS OF VOTE
I was necessarily absent from the House chamber on Wednesday 
morning, February 24, 1999. Had I been present, I would have voted 
"aye" on House File 208.
CATALDO of Polk
I was necessarily absent from the House chamber on February 24, 
1999. Had I been present, I would have voted "aye" on House File 
100.
LARSON of Linn
I was necessarily absent from the House chamber on Wednesday, 
February 24, 1999. Had I been present, I would have voted "aye" on
