29   registration fee.  The department shall validate the
30   special plates in the same manner as regular
31   registration plates are validated under this section
32   at the regular annual registration fee.
33     Sec. 5.  Section 321.34, subsection 11, paragraph
34   a, Code 1999, is amended to read as follows:
35     a.  Upon application and payment of the proper
36   fees, the director may issue natural resources plates
37   to the owner of a motor vehicle subject to
38   registration under section 321.109, subsection 1,
39   light delivery truck, panel delivery truck, pickup,
40   motor home, multipurpose vehicle, motorcycle, trailer,
41   or travel trailer.
42     Sec. 6.  Section 321.34, subsection 11A, paragraph
43   a, Code 1999, is amended to read as follows:
44     a.  Upon application and payment of the proper
45   fees, the director may issue "love our kids" plates to
46   the owner of a motor vehicle subject to registration
47   under section 321.109, subsection 1, light delivery
48   truck, panel delivery truck, pickup, motor home,
49   multipurpose vehicle, motorcycle, trailer, or travel
50   trailer."

 1     2.  Page 1, by inserting after line 8, the
 2   following:
 3     "Sec. __.  Section 321.34, subsection 12, paragraph
 4   a, Code 1999, is amended to read as follows:
 5     a.  The owner of a motor vehicle subject to
 6   registration pursuant to section 321.109, subsection
 7   1, light delivery truck, panel delivery truck, pickup,
 8   motor home, multipurpose vehicle, motorcycle, trailer,
 9   or travel trailer may, upon written application to the
10   department, order special registration plates with a
11   distinguishing processed emblem as authorized by this
12   section or as approved by the department.  The fee for
13   the issuance of special registration plates is twenty-
14   five dollars for each vehicle, unless otherwise
15   provided by this section, which fee is in addition to
16   the regular annual registration fee.  The county
17   treasurer shall validate special registration plates
18   with a distinguishing processed emblem in the same
19   manner as regular registration plates, upon payment of
20   five dollars in addition to the regular annual
21   registration fee.
22     Sec. __.  Section 321.34, subsection 12, is amended
23   by adding the following new paragraph:
24     NEW PARAGRAPH.  d.  A special registration plate
25   issued for a motorcycle or motorized bicycle under
26   this section shall be designated in the manner
