30 Sec. 2. Section 321.34, subsection 8, unnumbered 31 paragraph 1, Code 1999, is amended to read as follows: 32 The owner of a motor vehicle subject to 33 registration under section 321.109, subsection 1, 34 light delivery truck, panel delivery truck, 35 motorcycle, trailer, or pickup who has been awarded 36 the congressional medal of honor may, upon written 37 application to the department, order special 38 registration plates which shall be red, white, and 39 blue in color and shall bear an emblem of the 40 congressional medal of honor and an identifying 41 number. Each applicant applying for special 42 registration plates under this subsection may purchase 43 only one set of registration plates under this 44 subsection. The application is subject to approval by 45 the department and the special registration plates 46 shall be issued to the applicant in exchange for the 47 registration plates previously issued to the person. 48 The special plates are subject to an annual 49 registration fee of fifteen dollars. The department 50 shall validate the special plates in the same manner Page 2 1 as regular registration plates are validated under 2 this section. The department shall not issue special 3 registration plates until service organizations in the 4 state have furnished the department either the special 5 dies or the cost of the special dies necessary for the 6 manufacture of the special registration plate. 7 Sec. 3. Section 321.34, subsection 8A, unnumbered 8 paragraph 1, Code 1999, is amended to read as follows: 9 The owner of a motor vehicle subject to 10 registration under section 321.109, subsection 1, 11 light delivery truck, panel delivery truck, 12 motorcycle, trailer, or pickup who was a prisoner of 13 war during the Second World War at any time between 14 December 7, 1941, and December 31, 1946, the Korean 15 Conflict at any time between June 25, 1950, and 16 January 31, 1955, or the Vietnam Conflict at any time 17 between August 5, 1964, and June 30, 1973, all dates 18 inclusive, may, upon written application to the 19 department, order only one set of special registration 20 plates with an ex-prisoner of war processed emblem. 21 The emblem shall be designed by the department in 22 cooperation with the adjutant general and shall 23 signify that the owner was a prisoner of war as 24 described in this subsection. The application is 25 subject to approval by the department, in consultation 26 with the adjutant general.
