providing that defendants convicted of class "C" vehicular 
manslaughter are not bailable on appeal.

House File 396, by Ford, a bill for an act relating to the 
appointment of boards, commissions, committees, or other 
multimember appointive bodies in certain cities and counties.
Read first time and referred to committee on local government.
House File 397, by Ford, a bill for an act requiring a clerk of the 
district court, prior to the filing of a nonstatutory lien, to confirm that 
notice has been given to required parties.
Read first time and referred to committee on judiciary.
House File 398, by O'Brien, a bill for an act relating to the 
required wearing of reflective clothing by a pedestrian participating 
in a physical training activity, and providing a penalty.
Read first time and referred to committee on state government.
House File 399, by Dix, a bill for an act relating to security 
interests and liens or in agricultural products, providing for penalties, 
and providing an effective date.
Read first time and referred to committee on commerce and 
regulation.
QUORUM CALL
A non-record roll call was requested to determine that a quorum 
was present.  The vote revealed sixty-eight members present, thirty-
two  absent.
