	The bill having received a constitutional majority was declared to 

have passed the House and the title was agreed to.
IMMEDIATE MESSAGE
Gipp of Winneshiek asked and received unanimous consent that 
House File 255 be immediately messaged to the Senate.

EXPLANATION OF VOTE
I was necessarily absent from the House chamber on Wednesday 
morning, February 17, 1999. Had I been present, I would have voted 
"aye" on House File 255.
