EXPLANATION OF VOTE
I was necessarily absent from the House chamber on Thursday 
morning, February 11, 1999. Had I been present, I would have voted 
"aye" on House File 222.

BILL SIGNED BY THE GOVERNOR
A communication was received from the Governor announcing that 
on February 10, 1999, he approved and transmitted to the Secretary 
of State the following bill:
Senate File 47, an act relating to the classification of funding agreements issued by 
a life insurance company for purposes of the prioritization of claims against the assets 
of an insurer subject to supervision, rehabilitation, and liquidation, and including an 
effective date and a retroactive applicability provision.
