PAG LIN 1 1 SENATE JOINT RESOLUTION 2 1 2 1 3 A JOINT RESOLUTION 1 4 RELATING TO THE DESIGNATION OF THE OLD STATE HISTORICAL 1 5 BUILDING AS THE OLA BABCOCK MILLER STATE OFFICE BUILDING. 1 6 WHEREAS, it has become accepted procedure to name state 1 7 office buildings in the Capitol Complex in honor of persons 1 8 significant in Iowa's history and heritage; and 1 9 WHEREAS, the state office building located at 1112 East 1 10 Grand Avenue, which houses the State Library, the Board of 1 11 Regents, and the Crime Victim Assistance Division of the 1 12 Attorney General's Office, has not had a name change since the 1 13 construction of the New Historical Building and has therefore 1 14 simply been called the Old State Historical Building; and 1 15 WHEREAS, the Iowa Commission on the Status of Women has 1 16 recommended that this building be named in commemoration of a 1 17 distinguished Iowa native and member of the Iowa Women's Hall 1 18 of Fame, Viola "Ola" Babcock Miller, who made a lifetime 1 19 commitment to public service in the State of Iowa; and 1 20 WHEREAS, Ola Babcock Miller began her service as an 1 21 advocate and a leader in the state for women's suffrage; and 1 22 WHEREAS, Ola Babcock Miller was elected in 1932 as Iowa's 1 23 first female Secretary of State and was reelected twice, dying 1 24 at age 65 while serving her third term; and 1 25 WHEREAS, Ola Babcock Miller's most outstanding achievement 1 26 was that of founding the Iowa State Patrol, after convincing 1 27 the state legislature that a statewide law enforcement agency 1 28 was needed, particularly to enforce highway safety laws; and 1 29 WHEREAS, the Iowa State Patrol was created in 1935 and 1 30 placed under Ola Babcock Miller's control where it grew from a 1 31 force of 50 men to 150 patrol officers by 1938; and 1 32 WHEREAS, today, the Iowa State Patrol, part of the 1 33 Department of Public Safety, has 439 patrol officers, 13 of 1 34 whom are women; and 1 35 WHEREAS, in her position as Secretary of State, Ola Babcock 2 1 Miller lobbied for other issues of import, which included a 2 2 1935 campaign against drunken drivers; and 2 3 WHEREAS, Ola Babcock Miller, in her private life, served in 2 4 leadership positions in numerous organizations, including the 2 5 PEO Sisterhood, serving at different times as both its state 2 6 and national president; NOW THEREFORE, 2 7 2 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 2 9 2 10 That the state office building located at 1112 East Grand 2 11 Avenue, which houses the State Library, the Board of Regents, 2 12 and the Crime Victim Assistance Division of the Attorney 2 13 General's Office is named the Ola Babcock Miller State Office 2 14 Building in honor of Viola "Ola" Babcock Miller; and that an 2 15 appropriate commemorative plaque be placed near the entrance 2 16 of the Ola Babcock Miller State Office Building in recognition 2 17 of Ola Babcock Miller and the outstanding contributions she 2 18 made to the state in her public and private service. 2 19 2 20 2 21 2 22 MARY E.
