39 charge. The holder of a security interest discharged
40 by payment who fails to release the security interest
41 within fifteen days after being requested in writing
42 to do so shall forfeit to the person making the
43 payment the sum of twenty-five dollars for each day
44 the holder fails to release the security interest
45 subsequent to the fifteen-day period. In an action to
46 recover such forfeited sum, the prevailing party is
47 entitled to recover costs and reasonable attorney
48 fees."

Carroll of Poweshiek asked and received unanimous consent that
amendment H-8360 be deferred.
Van Engelenhoven of Mahaska asked and received unanimous
consent that Senate File 2253 be temporarily deferred and that the
bill retain its place on the calendar.
IMMEDIATE MESSAGES
Jacobs of Polk asked and received unanimous consent that the
following bills be immediately messaged to the Senate: Senate Files
2164 and 2200.
Senate File 2256, a bill for an act establishing a pilot project
requiring that the state department of transportation purchase
soydiesel fuel for use in some of its vehicles, and providing for
contingent effectiveness, with report of committee recommending
passage, was taken up for consideration.
Rayhons of Hancock moved that the bill be read a last time now
and placed upon its passage which motion prevailed and the bill was
read a last time.
