  1  1    Section 1.  DEPARTMENT OF EDUCATION.  There is appropriated
  1  2 from the general fund of the state to the department of
  1  3 education for the fiscal year beginning July 1, 2000, and
  1  4 ending June 30, 2001, the following amount, or so much thereof
  1  5 as is necessary, to be used for the following purpose:
  1  6    For reimbursement of school district claims for the costs
  1  7 of acquiring and using employability skills assessment tools
  1  8 as provided in section 256.39A:  
  1  9 .................................................. $    800,000
  1 10    Sec. 2.  NEW SECTION.  256.39A  EMPLOYABILITY SKILLS
  1 11 ASSESSMENT REIMBURSEMENTS.
  1 12    1.  If the general assembly appropriates moneys to pay
  1 13 school district claims for the costs of employability skills
  1 14 assessment tools, the department of education shall reimburse
  1 15 school district claims for the costs of acquiring,
  1 16 administering, and scoring assessment tools to assess the
  1 17 employability skills of students.  The director of the
  1 18 department of education shall identify available employability
  1 19 skills assessment tools that school districts may use to meet
  1 20 the claim reimbursement requirements of this section.
  1 21    2.  In order to be eligible for reimbursement under this
  1 22 section, a school district shall submit a claim on forms
  1 23 provided by the department by July 15, and the claim shall
  1 24 state the actual costs incurred and shall be accompanied by an
  1 25 affidavit of an officer of the school district affirming the
  1 26 accuracy of the claim.
  1 27    3.  A school district that submits to the department a
  1 28 claim for reimbursement in accordance with this section shall
  1 29 develop and integrate specific employability skills, goals,
  1 30 and activities into the comprehensive school improvement plan
  1 31 required under section 256.7, subsection 21, paragraph "a".
  1 32    4.  The department of education shall certify to the
  1 33 department of revenue and finance the total amounts of
  1 34 approved claims to be paid and, to the extent moneys are
  1 35 appropriated, the department of revenue and finance shall draw
  2  1 warrants payable to school districts with approved claims,
  2  2 taking into consideration the relative budget and cash
  2  3 position of the state resources.  If the funds appropriated
  2  4 for purposes of this section are insufficient to pay in full
  2  5 the claims submitted by school districts and approved by the
  2  6 department, the amounts of approved claims shall be prorated
  2  7 among all school districts with approved claims.
  2  8    5.  Moneys received under this section shall not be
  2  9 commingled with state aid payments made under section 257.16
  2 10 to a school district and shall be accounted for by the school
  2 11 district separately from state aid payments.  Payments made to
  2 12 a school district under this section are miscellaneous income
  2 13 for purposes of chapter 257.  
  2 14                           EXPLANATION
  2 15    This bill appropriates moneys from the general fund of the
  2 16 state to the department of education for employability skills
  2 17 assessment reimbursements to school districts for fiscal year
  2 18 2000-2001.
  2 19    The bill establishes in statute the claims process a school
  2 20 district shall follow in order to be reimbursed for the costs
  2 21 of acquiring, administering, and scoring assessment tools to
  2 22 assess the employability skills of students.  The bill
  2 23 requires the director of the department of education to
  2 24 identify eligible tools.
