PAG LIN 1 1 Section 1. DEPARTMENT OF EDUCATION. There is appropriated 1 2 from the general fund of the state to the department of 1 3 education for the fiscal year beginning July 1, 2000, and 1 4 ending June 30, 2001, the following amount, or so much thereof 1 5 as is necessary, which shall be allocated to the division of 1 6 libraries and information services for the enrich Iowa pilot 1 7 program: 1 8 .................................................. $ 1,500,000 1 9 1. Funds allocated for purposes of the enrich Iowa pilot 1 10 program as provided in this section shall be distributed by 1 11 the division of libraries and information services to eligible 1 12 public libraries that are in compliance with performance 1 13 measures adopted by rule by the commission of libraries. The 1 14 funds allocated as provided in this section shall not be used 1 15 for the costs of administration by the division. The amount 1 16 distributed to each eligible public library shall be based 1 17 upon the following: 1 18 a. The level of compliance by the eligible public library 1 19 with the performance measures adopted by the commission as 1 20 provided in this subsection. 1 21 b. The number of people residing within an eligible 1 22 library's geographic service area for whom the library 1 23 provides services. 1 24 c. The amount of other funding the eligible public library 1 25 received in the previous fiscal year for providing services to 1 26 rural residents and to contracting communities. 1 27 2. Moneys received by a public library under this section 1 28 shall supplement, not supplant, any other funding received by 1 29 the library. 1 30 3. For purposes of this section, "eligible public library" 1 31 means a public library that meets at least all of the 1 32 following requirements: 1 33 a. Submits to the division all of the following: 1 34 (1) The report provided for under section 256.51, 1 35 subsection 1, paragraph "h". 2 1 (2) An application and accreditation report, in a format 2 2 approved by the commission, that provides evidence of the 2 3 library's compliance with at least one level of the standards 2 4 established in accordance with section 256.51, subsection 1, 2 5 paragraph "k". 2 6 (3) Any other application or report the division deems 2 7 necessary for the implementation of the enrich Iowa program. 2 8 b. Participates in the library resource and information 2 9 sharing programs established by the state library. 2 10 c. Is a public library established by city ordinance or a 2 11 county library as provided in chapter 336. 2 12 4. Each eligible public library shall maintain a separate 2 13 listing within its budget for payments received and 2 14 expenditures made pursuant to this section, and shall annually 2 15 submit this listing to the division. 2 16 5. By January 15, 2001, the division shall submit a 2 17 program evaluation report to the general assembly and the 2 18 governor detailing the uses and the impacts of funds allocated 2 19 under this section. The general assembly shall address the 2 20 continuation of the enrich Iowa pilot program during the 2001 2 21 legislative session. 2 22 EXPLANATION 2 23 This bill appropriates moneys from the general fund of the 2 24 state to the department of education for allocation to the 2 25 division of libraries and information services for fiscal year 2 26 2000-2001 for the enrich Iowa pilot program. Under the 2 27 program, the division distributes moneys to public libraries 2 28 in the state that are in compliance with performance measures 2 29 adopted by rule by the commission of libraries. 2 30 LSB 5630XS 78 2 31 kh/cls/14
