PAG LIN 1 1 Section 1. Section 257.46, subsection 2, Code Supplement 1 2 1999, is amended to read as follows: 1 3 2. The remaining portion of the budget shall be funded by 1 4 the thirty-eight dollar increase in allowable growth for the 1 5 school budget year beginning July 1, 1999,increased by the1 6growth of the regular program district cost each year1 7 multiplied by a district's budget enrollment. The thirty- 1 8 eight dollar increase for the school budget year beginning 1 9 July 1, 1999, shall increase in subsequent years by each 1 10 year's state percent of growth. School districts shall 1 11 annually report the amount expended for a gifted and talented 1 12 program to the department of education. The proportion of a 1 13 school district's budget which corresponds to the thirty-eight 1 14 dollar increase in allowable growth for the school budget year 1 15 beginning July 1, 1999, added to the amount in subsection 1, 1 16 shall be utilized exclusively for a school district'stalented1 17andgifted and talented program. 1 18 Sec. 2. EFFECTIVE DATE. This Act, being deemed of 1 19 immediate importance, takes effect upon enactment. 1 20 EXPLANATION 1 21 This bill provides that the $38 increase in allowable 1 22 growth for the school budget year beginning July 1, 1999, will 1 23 be multiplied by a school district's budget enrollment in 1 24 determining the amount of state funding provided for gifted 1 25 and talented programs pursuant to Code section 257.46. By 1 26 utilizing budget enrollment, additional enrollment generated 1 27 by special education weighting will not be included for gifted 1 28 and talented funding purposes. 1 29 The bill takes effect upon enactment. 1 30 LSB 5385SV 78 1 31 rn/cls/14
