REVERSION OF EXTENDED SCHOOL YEAR GRANT MONEYS. 6 33 Notwithstanding section 256.22, subsection 4, and 1998 Iowa 6 34 Acts, chapter 1216, section 1, subsection 1, the $50,000 made 6 35 available from the reduction made to the allocation in 1999 7 1 Iowa Acts, chapter 205, section 10, subsection 1, in sections 7 2 13 and 14 of this division of this Act, and any other moneys 7 3 remaining unencumbered or unobligated from the appropriation 7 4 made in 1998 Iowa Acts, chapter 1216, section 1, subsection 1, 7 5 shall revert to the credit of the general fund of the state on 7 6 the effective date of this section of this Act. 7 7 STATE BOARD OF REGENTS 7 8 Sec. 18. 1999 Iowa Acts, chapter 205, section 13, 7 9 subsection 1, is amended by adding the following new 7 10 paragraph: 7 11 NEW PARAGRAPH. f. The sum of the appropriations made in 7 12 this subsection to the office of the state board of regents is 7 13 reduced by $6,459. Within one day of the effective date of 7 14 this lettered paragraph, the office shall notify the general 7 15 assembly, the department of management, and the legislative 7 16 fiscal bureau of the amount of reduction established by the 7 17 office for each appropriation in order to allocate the total 7 18 reduction amount required by this lettered paragraph. 7 19 Sec. 19. 1999 Iowa Acts, chapter 205, section 13, 7 20 subsection 2, is amended by adding the following new 7 21 paragraph: 7 22 NEW PARAGRAPH. q. The sum of the appropriations made in 7 23 this subsection to the state university of Iowa is reduced by 7 24 $1,563,634. Within one day of the effective date of this 7 25 lettered paragraph, the state university shall notify the 7 26 general assembly, the department of management, and the 7 27 legislative fiscal bureau of the amount of reduction 7 28 established by the state university for each appropriation in 7 29 order to allocate the total reduction amount required by this 7 30 lettered paragraph. 7 31 Sec. 20. 1999 Iowa Acts, chapter 205, section 13, 7 32 subsection 3, is amended by adding the following new 7 33 paragraph: 7 34 NEW PARAGRAPH. g. The sum of the appropriations made in 7 35 this subsection to the Iowa state university of science and 8 1 technology is reduced by $1,320,567. Within one day of the 8 2 effective date of this lettered paragraph, the university 8 3 shall notify the general assembly, the department of 8 4 management, and the legislative fiscal bureau of the amount of 8 5 reduction established by the university for each appropriation 8 6 in order to allocate the total reduction amount required by 8 7 this lettered paragraph. 8 8 Sec. 21. 1999 Iowa Acts, chapter 205, section 13, 8 9 subsection 4, is amended by adding the following new 8 10 paragraph: 8 11 NEW PARAGRAPH. d. Of the amount appropriated, $1,858,1921,813,192 shall 9 16 be allocated by the public broadcasting division of the 9 17 department of education to the regional telecommunications 9 18 councils established in section 8D.5. The regional 9 19 telecommunications councils shall use the funds to provide 9 20 technical assistance for network classrooms, planning and 9 21 troubleshooting for local area networks, scheduling of video 9 22 sites, and other related support activities. 9 23 OTHER PROVISIONS 9 24 Sec. 25. MEDICAL ASSISTANCE CLAIMING BY STATE BOARD OF 9 25 REGENTS. The state shall enter into a contract to enhance 9 26 claiming of medical assistance program reimbursement payable 9 27 for services provided by the state university of Iowa 9 28 hospitals and clinics. After payment of contract costs, the 9 29 first $4,000,000 received in additional reimbursement from the 9 30 enhanced claiming during the period beginning with the 9 31 effective date of this Act, and ending June 30, 2001, shall be 9 32 credited to the general fund of the state. The balance of the 9 33 additional reimbursement received during the period is 9 34 appropriated to the state board of regents for the state 9 35 university of Iowa hospitals and clinics for other expenses 10 1 associated with the enhanced claiming and for the provision of 10 2 services. The state board of regents shall report quarterly 10 3 during the period delineated in this section to the department 10 4 of management and the legislative fiscal bureau concerning the 10 5 enhanced claiming and reimbursement that is received and 10 6 anticipated. 10 7 Sec. 26. EDUCATIONAL EXCELLENCE PROGRAM. For the fiscal 10 8 year beginning July 1, 1999, and ending June 30, 2000, the 10 9 appropriation from the general fund of the state to the 10 10 department of education for the educational excellence program 10 11 in section 294A.25, after the allocations for Phase I and 10 12 Phase II of the program, is reduced by the following amount: 10 13 .................................................. $ 425,000 10 14 Sec. 27. Section 294A.25, subsection 11, Code Supplement 10 15 1999, is amended to read as follows: 10 16 11. FTEs 574.25 16 34 Sec. 51. 1999 Iowa Acts, chapter 202, section 20, is 16 35 amended by adding the following new subsection: 17 1 NEW SUBSECTION. 12. Notwithstanding section 97A.8, 17 2 subsection 1, paragraph "b", and the percentage amounts stated 17 3 in the appropriations made in this section, the total amount 17 4 of the state's contribution to the peace officers' retirement, 17 5 accident, and disability system for the fiscal year beginning 17 6 July 1, 1999, made in this section on or after the effective 17 7 date of this subsection shall be reduced by $1,161,207. The 17 8 department shall apply the reduction by prorating the 17 9 $1,161,207 among the enforcement divisions based upon a 17 10 division's relative share of the covered payroll for all of 17 11 the divisions. 17 12 Sec. 52. HIGHWAY SAFETY PATROL FUND. All moneys remaining 17 13 in the highway safety patrol fund created in section 80.41, 17 14 Code 1999, following the repeal of the fund on July 1, 1999, 17 15 shall be transferred and credited to the general fund of the 17 16 state on the effective date of this section of this Act. 17 17 Sec. 53. HOUSING OF FEDERAL AND COUNTY PRISONERS. For the 17 18 fiscal periods designated in subsections 1 and 2 of this 17 19 section, the department of corrections may contract for the 17 20 housing of federal and county prisoners in correctional 17 21 facilities administered by the department. Moneys received 17 22 for such housing, less the direct expenses associated with the 17 23 contract as approved by the department of management, shall be 17 24 credited to the general fund of the state. The approved 17 25 amount for direct expenses is appropriated to the department 17 26 of corrections. The department of corrections shall report 17 27 quarterly to the department of management and the legislative 17 28 fiscal bureau concerning amounts received under the contracts, 17 29 direct expenses incurred, and amounts credited to the general 17 30 fund of the state. 17 31 Moneys appropriated in this section for approved direct 17 32 expenses that remain unexpended at the close of a fiscal 17 33 period shall be credited to the general fund of the state. 17 34 The provisions of this section are applicable for the 17 35 following fiscal periods: 18 1 1. For the fiscal period beginning on the effective date 18 2 of this section and ending June 30, 2000. 18 3 2. For the fiscal year beginning July 1, 2000, and ending 18 4 June 30, 2001. 18 5 DIVISION VIII 18 6 TRANSPORTATION 18 7 STATE DEPARTMENT OF TRANSPORTATION 18 8 Sec. 54. 1999 Iowa Acts, chapter 198, section 1, 18 9 subsection 2, is amended to read as follows: 18 102. For planning and programming, for salaries, support,18 11maintenance, and miscellaneous purposes:18 12................................................. $ 203,08518 13 DIVISION IX 18 14 SALARY ADJUSTMENT, OUT-OF-STATE TRAVEL, AND OTHER PROVISIONS 18 15 Sec. 55. 1999 Iowa Acts, chapter 200, section 6, 18 16 unnumbered paragraph 1, is amended to read as follows: 18 17 There is appropriated from the general fund of the state to 18 18 the salary adjustment fund for distribution by the department 18 19 of management to the various state departments, boards, 18 20 commissions, councils, and agencies, including the state board 18 21 of regents, for the fiscal year beginning July 1, 1999, and 18 22 ending June 30, 2000, the amount of$52,800,000$50,091,029, 18 23 or so much thereof as may be necessary, to fully fund the 18 24 following annual pay adjustments, expense reimbursements, and 18 25 related benefits: 18 26 Sec. 56. INNOVATION FUND. The department of management 18 27 shall transfer $300,000 of the moneys credited to the 18 28 innovation fund created in section 8.63 to the general fund of 18 29 the state. The transfer shall be completed during the period 18 30 beginning with the effective date of this Act and ending with 18 31 the close of the fiscal year that commenced on July 1, 1999. 18 32 Sec. 57. OUT-OF-STATE TRAVEL. For the fiscal year 18 33 beginning July 1, 1999, and ending June 30, 2000, the 18 34 appropriations from the general fund of the state and the 18 35 reversion technology initiatives account listed in this 19 1 section are reduced in the overall amount of $364,021, as 19 2 necessary to effect a 25 percent reduction in expenditures for 19 3 out-of-state travel. The reduction of the individual 19 4 appropriations shall be allocated by the department of 19 5 management in consultation with the affected departments and 19 6 agencies on the basis of an individual appropriation's 19 7 proportion of the sum of the listed appropriations as adjusted 19 8 according to the department's or agency's ability to implement 19 9 the reduction. The specific amount that each individual 19 10 appropriation is reduced shall be outlined in a memorandum 19 11 prepared by the department of management which shall be 19 12 submitted to the general assembly and legislative fiscal 19 13 bureau within 30 days of the effective date of this section of 19 14 this Act. The reduction of an individual appropriation 19 15 pursuant to this section shall be in addition to any other 19 16 reduction required by law. The reduction shall apply to the 19 17 following appropriations: 19 18 1. To the indicated departments and agencies in 1999 Iowa 19 19 Acts, chapter 195. 19 20 2. To the department of general services, division of 19 21 information technology services, for embedded chips in 1999 19 22 Iowa Acts, chapter 196. 19 23 3. To the departments of economic development and 19 24 workforce development, Iowa state university of science and 19 25 technology, state university of Iowa, university of northern 19 26 Iowa, and public employee relations board in 1999 Iowa Acts, 19 27 chapter 197, sections 1, 6 through 9, and 12. 19 28 4. To the indicated state departments and agencies in 1999 19 29 Iowa Acts, chapter 199, sections 2 through 4, 6, 10 through 19 30 12, 14, subsection 1, 16, and 24. 19 31 5. To the department for the blind, departments of elder 19 32 affairs, public health, and human rights, Iowa state civil 19 33 rights commission, commission of veterans affairs, and 19 34 governor's alliance on substance abuse in 1999 Iowa Acts, 19 35 chapter 201, sections 1 through 7, and 16. 20 1 6. EFFECTIVE DATE. Except as otherwise provided in 20 21 this Act, this Act, being deemed of immediate importance, 20 22 takes effect upon enactment. 20 23 EXPLANATION 20 24 This bill provides for reductions and supplementation of 20 25 appropriations for the fiscal year beginning July 1, 1999. 20 26 The bill takes effect upon enactment.
