  1  2                          GENERAL FUND
  1  3    Section 1.  DEPARTMENT OF CORRECTIONS.  There is
  1  4 appropriated from the general fund of the state to the
  1  5 department of corrections for the fiscal year beginning July
  1  6 1, 1998, and ending June 30, 1999, to supplement the
  1  7 appropriation made in 1998 Iowa Acts, chapter 1222, section 4,
  1  8 the following amounts, or so much thereof as is necessary, to
  1  9 be used for the purposes designated:
  1 10    1.  For payment of contracts to house female prisoners out
  1 11 of state:  
  1 12 .................................................. $    547,000
  1 13    2.  For the establishment of a 100-bed special needs unit
  1 14 for women at the Mt. Pleasant correctional facility:  
  1 15 .................................................. $    284,000
  1 16    3.  For offset of revenue budgeted for private
  1 17 sector employment of inmates:  
  1 18 .................................................. $    762,756
  1 19    Sec. 2.  DEPARTMENT OF EDUCATION – GEOGRAPHY ALLIANCE.
  1 20 There is appropriated from the general fund of the state to
  1 21 the department of education for the fiscal year beginning July
  1 22 1, 1998, and ending June 30, 1999, the following amount, or so
  1 23 much thereof as is necessary, to be used for the purpose
  1 24 designated:
  1 25    For the geography alliance:  
  1 26 .................................................. $     25,000
  1 27    Notwithstanding section 8.33, moneys appropriated in this
  1 28 section that remain unencumbered or unobligated at the close
  1 29 of the fiscal year shall not revert but shall remain available
  1 30 for expenditure for the purposes designated until the close of
  1 31 the succeeding fiscal year.  
  1 32    Sec. 3.  DEPARTMENT OF GENERAL SERVICES.  There is
  1 33 appropriated from the general fund of the state to the
  1 34 department of general services for the fiscal year beginning
  1 35 July 1, 1998, and ending June 30, 1999, to supplement the
  2  1 appropriations made in 1998 Iowa Acts, chapter 1217, section
  2  2 5, subsections 4 and 6, the following amounts, or so much
  2  3 thereof as is necessary, to be used for the purposes
  2  4 designated:
  2  5    1.  RENTAL SPACE
  2  6    For payment of lease or rental costs of buildings and
  2  7 office space at the seat of government as provided in section
  2  8 18.12, subsection 9, notwithstanding section 18.16:  
  2  9 .................................................. $     67,500
  2 10    2.  TERRACE HILL OPERATIONS
  2 11    For salaries, support, maintenance, and miscellaneous
  2 12 purposes necessary for the operation of Terrace Hill and for
  2 13 not more than the following full-time equivalent position:  
  2 14 .................................................. $     12,250
  2 15 ................................................ FTE       0.25
  2 16    Sec. 4.  GOVERNOR AND LIEUTENANT GOVERNOR.  There is
  2 17 appropriated from the general fund of the state to the offices
  2 18 of the governor and lieutenant governor for the fiscal year
  2 19 beginning July 1, 1998, and ending June 30, 1999, to
  2 20 supplement the appropriation made in 1998 Iowa Acts, chapter
  2 21 1217, section 7, subsection 1, the following amount, or so
  2 22 much thereof as is necessary, to be used for the purposes
  2 23 designated:
  2 24    GENERAL OFFICE
  2 25    For salaries, support, maintenance, and miscellaneous
  2 26 purposes, including vacation and leave payout for departing
  2 27 staff, for the general office of the governor and the general
  2 28 office of the lieutenant governor:  
  2 29 .................................................. $    210,000
  2 30    Sec. 5.  DEPARTMENT OF HUMAN SERVICES.  There is
  2 31 appropriated from the general fund of the state to the
  2 32 department of human services for the fiscal year beginning
  2 33 July 1, 1998, and ending June 30, 1999, to supplement the
  2 34 appropriation made in 1998 Iowa Acts, chapter 1218, section
  2 35 31, the following amount, or so much thereof as is necessary,
  3  1 to be used for the purposes designated:
  3  2    For costs associated with the commitment and treatment of
  3  3 sexually violent predators and for salaries and support for
  3  4 not more than the following full-time equivalent positions:  
  3  5 ................................................. $     115,023
  3  6 ............................................... FTEs       6.63
  3  7    Notwithstanding section 8.62 or any other provision of law
  3  8 to the contrary, moneys appropriated in this section that
  3  9 remain unencumbered or unobligated at the close of the fiscal
  3 10 year shall revert in accordance with section 8.33.
  3 11    Sec. 6.  DEPARTMENT OF NATURAL RESOURCES.  There is
  3 12 appropriated from the general fund of the state to the
  3 13 department of natural resources for the fiscal year beginning
  3 14 July 1, 1998, and ending June 30, 1999, the following amount,
  3 15 or so much thereof as is necessary, to be used for the purpose
  3 16 designated:
  3 17    For the value of sick leave payout that needs to be paid
  3 18 out due to retirement of personnel in the parks and preserves
  3 19 division:  
  3 20 .................................................. $    200,000
  3 21    Sec. 7.  DEPARTMENT OF PUBLIC HEALTH.  There is
  3 22 appropriated from the general fund of the state to the board
  3 23 of dental examiners of the department of public health for the
  3 24 fiscal year beginning July 1, 1998, and ending June 30, 1999,
  3 25 the following amount, or so much thereof as is necessary, to
  3 26 be used for the purpose designated:
  3 27    For the board of dental examiners to pay the necessary
  3 28 expenses of the members of the dental hygiene committee
  3 29 created in section 153.33A and administrative costs:  
  3 30 .................................................. $      42,000
  3 31    Sec. 8.  REGENTS – COOPERATIVE EXTENSION.  There is
  3 32 appropriated from the general fund of the state to the state
  3 33 board of regents for the fiscal year beginning July 1, 1998,
  3 34 and ending June 30, 1999, the following amounts, or so much
  3 35 thereof as may be necessary, to be used for the purposes
  4  1 designated:
  4  2    To Iowa state university of science and technology,
  4  3 cooperative extension service in agriculture and home
  4  4 economics, to provide immediate educational assistance to farm
  4  5 families who are facing financial problems:
  4  6    1.  For support of farming financial counseling by use of
  4  7 computer software which provides analysis of farm business
  4  8 records:  
  4  9 .................................................. $    150,000
  4 10    2.  For support of the Iowa concern hotline to provide
  4 11 stress counseling, information, and referral to families in
  4 12 financial stress:  
  4 13 .................................................. $    150,000
  4 14    Notwithstanding section 8.33, moneys appropriated in this
  4 15 section which remain unobligated or unexpended at the close of
  4 16 the fiscal year shall not revert but shall remain available to
  4 17 be used for the purposes designated in the succeeding fiscal
  4 18 year.
  4 19    Sec. 9.  REGENTS – WASTE REDUCTION CENTER.  There is
  4 20 appropriated from the general fund of the state to the state
  4 21 board of regents for the fiscal year beginning July 1, 1998,
  4 22 and ending June 30, 1999, the following amount, or so much
  4 23 thereof as is necessary, to be used for the purpose
  4 24 designated:
  4 25    To the university of northern Iowa, Iowa waste reduction
  4 26 center, for the safe and economic management of solid waste
  4 27 and hazardous substances established in section 268.4, for
  4 28 costs of establishing and implementing the environmental
  4 29 auditor training program in accordance with 1998 Iowa Acts,
  4 30 chapter 1109, section 10, as codified in section 455K.10:  
  4 31 .................................................. $    220,000
  4 32    Notwithstanding section 8.33, moneys appropriated in this
  4 33 section that remain unencumbered or unobligated at the close
  4 34 of the fiscal year shall not revert but shall remain available
  4 35 for expenditure for the purpose designated until the close of
  5  1 the succeeding fiscal year.
  5  2    Sec. 10.  RUNAWAY TREATMENT.  There is appropriated from
  5  3 the general fund of the state to the department of human
  5  4 services for the fiscal year beginning July 1, 1998, and
  5  5 ending June 30, 1999, the following amount, or so much thereof
  5  6 as is necessary, to be used for the purpose designated:
  5  7    For a grant to a county with a population between 168,000
  5  8 and 175,000 for implementation of the county's runaway
  5  9 treatment plan under section 232.195:  
  5 10 .................................................. $     80,000
  5 11    The grant shall be administered by the county's board of
  5 12 supervisors in consultation with the local runaway and
  5 13 treatment task force.  Notwithstanding section 8.33, moneys
  5 14 appropriated in this section which remain unobligated or
  5 15 unexpended at the close of the fiscal year shall not revert
  5 16 but shall remain available to be used for the purpose
  5 17 designated in the succeeding fiscal year.  
  5 18                           DIVISION II
  5 19                           OTHER FUNDS
  5 20    Sec. 11.  1998 Iowa Acts, chapter 1218, section 33, is
  5 21 amended by striking the section and inserting in lieu thereof
  5 22 the following:
  5 23    SEC. 33.  DEPARTMENT OF HUMAN SERVICES – MOTOR VEHICLE
  5 24 LICENSE REINSTATEMENT PENALTY – DEPOSIT AND APPROPRIATION.
  5 25 Notwithstanding the deposit provisions of sections 321.218A
  5 26 and 321A.32A, the moneys collected during the fiscal year
  5 27 beginning July 1, 1998, and ending June 30, 1999, by the state
  5 28 department of transportation pursuant to those sections shall
  5 29 be deposited to the credit of the department of human services
  5 30 for the fiscal year beginning July 1, 1998, and ending June
  5 31 30, 1999, and are appropriated as follows:
  5 32    For the establishment, improvement, operation, and
  5 33 maintenance of county or multicounty juvenile detention homes.
  5 34    Moneys appropriated in this section shall be allocated
  5 35 among eligible detention homes, prorated on the basis of an
  6  1 eligible detention home's proportion of the costs of all
  6  2 eligible detention homes in the previous fiscal year.
  6  3 Notwithstanding section 232.142, subsection 3, the financial
  6  4 aid payable by the state under that provision for the fiscal
  6  5 year beginning July 1, 1998, shall be limited to the amount
  6  6 appropriated in this section.  
  6  7    Sec. 12.  DEPARTMENT OF NATURAL RESOURCES.  There is
  6  8 appropriated from the state fish and game protection fund
  6  9 created in section 456A.17 to the department of natural
  6 10 resources for the fiscal year beginning July 1, 1998, and
  6 11 ending June 30, 1999, the following amount, or so much thereof
  6 12 as is necessary, to be used for the purpose designated:
  6 13    For the value of sick leave pay that needs to be paid out
  6 14 due to retirement of personnel in the fish and wildlife
  6 15 division:  
  6 16 .................................................. $    150,000
  6 17                          DIVISION III
  6 18                         EFFECTIVE DATE
  6 19    Sec. 13.  EFFECTIVE DATE.  This Act, being deemed of
  6 20 immediate importance, takes effect upon enactment.
