  1  1    Section 1.  Section 321.252, unnumbered paragraph 4, Code
  1  2 1999, is amended to read as follows:
  1  3    The department shall establish, by rule, in cooperation
  1  4 with a tourist signing committee, the standards for tourist-
  1  5 oriented directional signs and shall annually review the list
  1  6 of attractions for which signing is in place.  The rules shall
  1  7 conform to national standards for tourist-oriented directional
  1  8 signs adopted under 23 U.S.C. } 131(q) and to the manual of
  1  9 uniform traffic control devices.  The tourist signing
  1 10 committee shall be made up of the directors or their designees
  1 11 of the departments of economic development, agriculture and
  1 12 land stewardship, natural resources, cultural affairs, and
  1 13 transportation, the chairperson or the chairperson's designee
  1 14 of the Iowa travel council, and a member of the outdoor
  1 15 advertising association of Iowa.  The director or the
  1 16 director's designee of the department of economic development
  1 17 shall be the chairperson of the committee.  The department of
  1 18 transportation shall be responsible for calling and setting
  1 19 the date of the meetings of the committee which meetings shall
  1 20 be based upon the amount of activity relating to signs.
  1 21 However, the committee shall meet at least once a month.
  1 22 However, a tourist attraction is not subject to a minimum
  1 23 number of visitors annually to qualify for tourist-oriented
  1 24 directional signing.  The rules shall not be applicable to
  1 25 directional signs relating to historic sites on land owned or
  1 26 managed by state agencies or historic sites listed on the
  1 27 national register of historic places or identified as eligible
  1 28 for such status by the state historic preservation officer, as
  1 29 provided in section 321.253A.  The rules shall include but are
  1 30 not limited to the following:
  1 31    Sec. 2.  Section 321.253A, Code 1999, is amended to read as
  1 32 follows:
  1 33    321.253A  DIRECTIONAL SIGNS RELATING TO FOR CERTAIN
  1 34 HISTORIC SITES ON LAND OWNED OR MANAGED BY STATE AGENCIES.
  1 35    1.  The department shall place and maintain directional
  2  1 signs upon primary highways which provide information about
  2  2 historic sites which are located on land owned or managed by
  2  3 an agency as defined in section 17A.2 or historic sites which
  2  4 are listed on the national register of historic places or
  2  5 identified as eligible for such status by the state historic
  2  6 preservation officer upon request of an entity in control of
  2  7 the historic site.  The costs of a sign requested by an entity
  2  8 in control of a historic site listed on the national register
  2  9 of historic places or identified as eligible for such status
  2 10 by the state historic preservation officer, including costs of
  2 11 erecting and maintaining the sign, shall be paid by the entity
  2 12 requesting the sign.  The signs shall conform to the manual of
  2 13 uniform traffic devices.  However, the directional signs are
  2 14 not subject to requirements applicable to tourist-oriented
  2 15 directional signs.
  2 16    2.  Upon request by a city or county in which a historic
  2 17 site is located on land owned or managed by an agency, the
  2 18 department shall distribute a directional sign as provided in
  2 19 this section to the city or county for erection upon roads or
  2 20 streets within their jurisdictions.  A city, county, or other
  2 21 local authority may request the department to distribute a
  2 22 directional sign as provided in this section on behalf of an
  2 23 entity in control of a historic site listed on the national
  2 24 register of historic places, or identified as eligible for
  2 25 such status by the state historic preservation officer, for
  2 26 erection upon roads or streets within their jurisdictions.
  2 27 The costs of a sign so requested by a local authority on
  2 28 behalf of an entity shall be paid by the local authority
  2 29 requesting the sign or the entity in control of the historic
  2 30 site.
  2 31    3.  The location of the historic site shall be memorialized
  2 32 on transportation maps of the state published under the
  2 33 direction of the department and generally made available to
  2 34 the public.  However, if it is not reasonable and feasible to
  2 35 display specific historic sites on the state transportation
  3  1 map, the department shall consult with the agency or entity
  3  2 managing the historic site.
  3  3    4.  The department shall not erect, maintain, or distribute
  3  4 a directional sign or include on a transportation map
  3  5 information about a historic site located on land owned or
  3  6 managed by an agency or entity if the department receives an
  3  7 objection by the agency or entity.
  3  8    Sec. 3.  NEW SECTION.  321.253C  DIRECTIONAL SIGNS RELATING
  3  9 TO NONPROFIT HOSPITALS.
  3 10    1.  The department shall place and maintain directional
  3 11 signs upon primary highways which provide information about
  3 12 nonprofit hospitals licensed under chapter 135B upon request
  3 13 of such a nonprofit hospital.  The signs shall conform to the
  3 14 manual of uniform traffic devices.
  3 15    2.  Upon request by a city or county in which a nonprofit
  3 16 hospital licensed under chapter 135B is located, the
  3 17 department shall distribute a directional sign as provided in
  3 18 this section to the city or county for erection upon roads or
  3 19 streets within their jurisdictions.
  3 20    3.  The department shall not erect, maintain, or distribute
  3 21 a directional sign about a nonprofit hospital licensed under
  3 22 chapter 135B if the department receives an objection from the
  3 23 nonprofit hospital.
