1 1 Section 1. NEW SECTION. 237C.1 CHILDREN'S CENTERS.
1 2 The department of human services shall consult with the
1 3 department of inspections and appeals, the department of
1 4 education, and community-based children's service providers
1 5 and establish certification or licensing standards for
1 6 children's centers which offer two or more of the following:
1 7 child day care, medical child day care, respite care, family
1 8 support services, medical equipment, therapeutic day
1 9 programming, and educational enrichment. In establishing
1 10 initial and subsequent standards, the department shall review
1 11 other applicable certification and licensing standards,
1 12 impacts across programs, and funding sources. The department
1 13 shall not apply duplicative certification or licensing
1 14 procedures and requirements to these children's centers while
1 15 seeking to protect children's safety and promote quality
1 16 services.
1 17 EXPLANATION
1 18 This bill relates to services for children by requiring the
1 19 department of human services to establish certification or
1 20 licensing standards for children's centers. New Code section
1 21 237C.1 requires the department of human services to work with
1 22 various other departments and community-based service
1 23 providers in establishing the standards. A children's center
1 24 provides two or more services such as child care, respite
1 25 care, therapeutic day programming, and educational enrichment.
1 26 The department is to review various information sources to
1 27 ensure duplicative requirements are not applied to the
1 28 children's centers.
