  1  1    Section 1.  NEW SECTION.  256.24  ADVANCED PLACEMENT
  1  2 INCENTIVE GRANT PROGRAM.
  1  3    1.  The department of education shall develop and
  1  4 administer an advanced placement incentive grant program to
  1  5 provide for the allocation of grant moneys to public and
  1  6 nonpublic high schools as follows:
  1  7    a.  A public high school is eligible for a grant of not
  1  8 more than three thousand dollars if the proportion of students
  1  9 enrolled in the high school who achieve advanced placement
  1 10 scholar status is equal to or greater than the national
  1 11 proportion of students enrolled in high schools who achieve
  1 12 advanced placement scholar status.
  1 13    b.  A public high school is eligible for a grant of not
  1 14 more than six thousand dollars if the proportion of students
  1 15 enrolled in the high school who achieve advanced placement
  1 16 scholar with honor status is equal to or greater than the
  1 17 national proportion of students enrolled in high schools who
  1 18 achieve advanced placement scholar honors status.
  1 19    c.  A public high school is eligible for a grant of not
  1 20 more than nine thousand dollars if the proportion of students
  1 21 enrolled in the high school who achieve advanced placement
  1 22 scholar with distinction status is equal to or greater than
  1 23 the national proportion of students enrolled in high schools
  1 24 who achieve advanced placement scholar with distinction
  1 25 status.
  1 26    d.  A public or accredited nonpublic high school is
  1 27 eligible for a grant of not more than one thousand dollars for
  1 28 the purpose of creating teacher in-service programs that lead
  1 29 to the development and implementation of advanced placement
  1 30 courses and standards within the high school.
  1 31    2.  Grant moneys received in accordance with this section
  1 32 shall be used for purposes of acquiring or maintaining
  1 33 materials and technology for use by advanced placement
  1 34 courses.
  1 35    3.  The board of directors of the school district and the
  2  1 authorities in charge of an accredited nonpublic school may
  2  2 apply to the department on behalf of a high school, on forms
  2  3 provided by the department, to receive a grant under this
  2  4 program.  The department shall review the application and
  2  5 award grants to high schools that meet the requirements of
  2  6 subsection 1 by July 1 of each year for the previous school
  2  7 year.
  2  8    4.  Moneys received under this section shall not be
  2  9 commingled with state aid payments made under section 257.16
  2 10 to a school district and shall be accounted for by the local
  2 11 school district separately from state aid payments.
  2 12    5.  Payments made to school districts under this section
  2 13 are miscellaneous income for purposes of chapter 257 or are
  2 14 considered encumbered.  Each local school district shall
  2 15 maintain a separate listing within its accounting records for
  2 16 payments received and expenditures made pursuant to this
  2 17 section.
  2 18    6.  For purposes of this section and section 261.20A,
  2 19 "advanced placement" means a college-level course offered by a
  2 20 high school using curriculum provided by the college entrance
  2 21 examination board and "college board advanced placement
  2 22 examination" means an examination provided by the college
  2 23 entrance examination board.  The examinations are administered
  2 24 by high schools to students participating in advanced
  2 25 placement classes and the examination grades are rated on a
  2 26 scale provided by the college board.
  2 27    Sec. 2.  NEW SECTION.  261.20A  IOWA ADVANCED PLACEMENT
  2 28 SCHOLARSHIPS.
  2 29    1.  The college student aid commission shall develop and
  2 30 administer an Iowa advanced placement scholarship program for
  2 31 Iowa resident students who successfully complete a minimum of
  2 32 three college board advanced placement examinations during the
  2 33 period specified by the commission.  The program shall include
  2 34 the following four scholarship levels:
  2 35    a.  Level one – to be awarded to each student who
  3  1 completes a minimum of three college board advanced placement
  3  2 examinations with a score of three point zero or greater based
  3  3 upon criteria of the college entrance examination board.  A
  3  4 scholarship awarded under this paragraph shall provide
  3  5 assistance to a full-time student for not more than two
  3  6 semesters, or if attending as a part-time student, not more
  3  7 than four semesters of undergraduate study, or the trimester
  3  8 or quarter equivalent.
  3  9    b.  Level two – to be awarded to each student who
  3 10 completes a minimum of four college board advanced placement
  3 11 examinations with a score of three point zero or greater on
  3 12 each examination based upon criteria of the college entrance
  3 13 examination board and who has an average examination grade of
  3 14 three point twenty-five or greater based upon criteria of the
  3 15 college entrance examination board.  A scholarship awarded
  3 16 under this paragraph shall provide assistance to a full-time
  3 17 student for not more than four semesters, or if attending as a
  3 18 part-time student, not more than eight semesters of
  3 19 undergraduate study, or the trimester or quarter equivalent.
  3 20    c.  Level three – to be awarded to each student who
  3 21 completes a minimum of five college board advanced placement
  3 22 examinations with a score of three point zero or greater on
  3 23 each based upon criteria of the college entrance examination
  3 24 board and who has an average exam grade of at least three
  3 25 point five based upon criteria of the college entrance
  3 26 examination board.  A scholarship awarded under this paragraph
  3 27 shall provide assistance to a full-time student for not more
  3 28 than six semesters, or if attending as a part-time student,
  3 29 not more than twelve semesters of undergraduate study, or the
  3 30 trimester or quarter equivalent.
  3 31    d.  Level four – to be awarded to each student who
  3 32 completes a minimum of eight college board advanced placement
  3 33 examinations with a score of four point zero or greater on
  3 34 each examination based upon criteria of the college entrance
  3 35 examination board.  A scholarship awarded under this paragraph
  4  1 shall provide assistance to a full-time student for not more
  4  2 than eight semesters, or if attending as a part-time student,
  4  3 not more than sixteen semesters of undergraduate study, or the
  4  4 trimester or quarter equivalent.
  4  5    2.  An applicant for an Iowa advanced placement scholarship
  4  6 must meet the following initial requirements:
  4  7    a.  Complete and file an application determined by the
  4  8 commission for a tuition grant.
  4  9    b.  Report promptly to the commission any information
  4 10 requested.
  4 11    c.  Complete requirements for the high school diploma or
  4 12 its equivalent by the end of the summer preceding entrance
  4 13 into college.
  4 14    d.  Plan to enroll as a student at an accredited private
  4 15 institution as defined in section 261.9, subsection 1,
  4 16 community college as defined in section 260C.2, or institution
  4 17 of higher learning under the control of the state board of
  4 18 regents.
  4 19    3.  a.  The amount of a scholarship to a qualified full-
  4 20 time student for the fall and spring semesters, or the
  4 21 trimester or quarter equivalent, shall be the amount of the
  4 22 student's financial need for that period.  However, if a
  4 23 student elects to attend an accredited private institution
  4 24 under this section, the amount of a scholarship under this
  4 25 subsection shall not exceed the resident tuition rate
  4 26 established for institutions of higher learning under the
  4 27 control of the state board of regents.
  4 28    b.  The amount of a scholarship to a qualified full-time
  4 29 student for the summer semester or trimester or quarter
  4 30 equivalent shall be one-half the amount of the scholarship the
  4 31 student receives under paragraph "a".
  4 32    c.  The amount of a scholarship to a qualified part-time
  4 33 student enrolled in a course of study including at least three
  4 34 semester hours but fewer than twelve semester hours for the
  4 35 fall, spring, and summer semesters, or the trimester or
  5  1 quarter equivalent, shall be equal to the amount of a
  5  2 scholarship that would be paid to a full-time student times a
  5  3 number which represents the number of hours in which the part-
  5  4 time student is actually enrolled divided by twelve semester
  5  5 hours, or the trimester or quarter equivalent.
  5  6    4.  There is appropriated from the general fund of the
  5  7 state to the college student aid commission for each fiscal
  5  8 year an amount sufficient to pay for scholarships awarded to
  5  9 students who qualify under this section.
  5 10    5.  The college student aid commission shall adopt rules
  5 11 pursuant to chapter 17A to administer this section.
  5 12    6.  For purposes of this section, "advanced placement" and
  5 13 "college board advanced placement examination" mean the same
  5 14 as defined in section 256.24, subsection 6.
  5 15    Sec. 3.  NEW SECTION.  261.44A  ADVANCED PLACEMENT TEACHER
  5 16 TRAINING REIMBURSEMENT PAYMENTS.
  5 17    An individual is eligible for reimbursement payments under
  5 18 the guaranteed loan payment program if the individual meets
  5 19 all of the following conditions:
  5 20    1.  Is a teacher employed on a full-time basis under
  5 21 sections 279.13 through 279.19 in a school district in this
  5 22 state, is a teacher in an accredited nonpublic school in this
  5 23 state, or is a licensed teacher at the Iowa braille and sight
  5 24 saving school or the Iowa school for the deaf.
  5 25    2.  As of the beginning of a school year, has an
  5 26 outstanding debt with an eligible lender under the Iowa
  5 27 guaranteed loan program or has parents with an outstanding
  5 28 debt with an eligible lender under a federal PLUS loan
  5 29 program.
  5 30    3.  Has never defaulted on a loan guaranteed by the
  5 31 commission or by the federal government.
  5 32    4.  Teaches advanced placement courses using a curriculum
  5 33 established by the college entrance examination board at the
  5 34 high school level.
  5 35    5.  The maximum annual reimbursement payment to an eligible
  6  1 teacher for loan repayments made during a school year is the
  6  2 amount necessary to pay not more than the tuition charged for
  6  3 an advanced placement training institute or an advanced
  6  4 placement program of coursework offered by a community college
  6  5 in this state, an institution under the control of the state
  6  6 board of regents, or an accredited private institution as
  6  7 defined in section 261.9, subsection 1.  However, payments
  6  8 made under this section shall not exceed the resident tuition
  6  9 rate for a regents university.
  6 10    6.  The commission may sign contracts with eligible
  6 11 students at or after the time of loan origination to assure
  6 12 loan repayment.
  6 13    7.  For purposes of this section, "advanced placement"
  6 14 means the same as defined in section 256.24, subsection 6.  
  6 15                           EXPLANATION
  6 16    This bill creates an advanced placement incentive grant
  6 17 program for public high schools with a certain percentage of
  6 18 advanced placement scholars, and for public and accredited
  6 19 nonpublic high schools for the creation of teacher in-service
  6 20 programs which develop and implement advanced placement
  6 21 courses and standards within the high school.  The bill also
  6 22 creates an Iowa advanced placement scholarship program for
  6 23 students who reach various levels as advanced placement
  6 24 scholars.  Lastly, the bill provides that a person is eligible
  6 25 for reimbursement payments under the guaranteed loan payment
  6 26 program if that person is a teacher who attended an advanced
  6 27 placement training institute or an accredited postsecondary
  6 28 school advanced placement program.
  6 29    The department of education is charged with the
  6 30 responsibility of developing and administering the advanced
  6 31 placement incentive grant program for the allocation of grant
  6 32 moneys to public and nonpublic high schools.  All public and
  6 33 accredited nonpublic high schools are eligible for a grant of
  6 34 not more than $1,000 for the creation of teacher in-service
  6 35 programs that develop and implement advanced placement courses
  7  1 and standards within the high school.  A public high school is
  7  2 eligible for a grant of $3,000, $6,000, or $9,000, if the
  7  3 proportion of students enrolled in the high school who achieve
  7  4 the respective status of advanced placement scholar, scholar
  7  5 with honor, or scholar with distinction, as determined by the
  7  6 college entrance examination board, is equal to or greater
  7  7 than the national proportion of students who achieve the
  7  8 respective status level.  Advanced placement incentive grant
  7  9 program grant moneys shall be expended for purposes of
  7 10 acquiring or maintaining materials and technology for use by
  7 11 advanced placement courses.
  7 12    The college student aid commission is responsible for
  7 13 developing and administering an Iowa advanced placement
  7 14 scholarship program for Iowa resident students who
  7 15 successfully complete a minimum of three college board
  7 16 advanced placement examinations during the period specified by
  7 17 the commission.  The scholarships are awarded for one, two,
  7 18 three, or four years, depending upon the score a student
  7 19 achieves on a minimum level of college board advanced
  7 20 placement examinations.
  7 21    A scholarship applicant must plan to enroll as a student at
  7 22 an accredited private institution located in Iowa or a state
  7 23 postsecondary institution.  The amount of a scholarship to a
  7 24 qualified student shall be the amount of the student's
  7 25 financial need, but shall not exceed the resident tuition rate
  7 26 established for institutions of higher learning under the
  7 27 control of the state board of regents.
  7 28    The bill provides a standing appropriation to the college
  7 29 student aid commission of an amount sufficient for each fiscal
  7 30 year to pay for scholarship awards to students who qualify
  7 31 under this section.
  7 32    The bill provides that a full-time teacher who teaches
  7 33 advanced placement courses at the high school level is
  7 34 eligible for reimbursement payments under the guaranteed loan
  7 35 payment program if the teacher has an outstanding debt with an
  8  1 eligible lender under the Iowa guaranteed loan program or has
  8  2 parents with an outstanding debt with an eligible lender under
  8  3 the PLUS loan program, and has never defaulted on a loan
  8  4 guaranteed by the commission or by the federal government.
  8  5 The maximum annual reimbursement payment to an eligible
  8  6 teacher is the amount necessary to pay not more than the
  8  7 tuition charged for an advanced placement training institute
  8  8 or an advanced placement program of coursework offered by an
  8  9 accredited postsecondary institution in this state.  However,
  8 10 payments shall not exceed the resident tuition rate for a
  8 11 regents university.
