  1  1    Amend Senate File 2452 as follows:
  1  2    #1.  Page 2, by striking line 26 and inserting the
  1  3 following:  "EDUCATION FINANCING".
  1  4    #2.  Page 2, by inserting after line 35 the
  1  5 following:
  1  6    "Sec.    .  Section 257.11, subsection 4, paragraph
  1  7 a, as enacted by 2000 Iowa Acts, House File 2496, is
  1  8 amended to read as follows:
  1  9    a.  In order to provide additional funding to
  1 10 school districts for programs serving at-risk pupils
  1 11 and alternative school pupils in secondary schools, a
  1 12 supplementary weighting plan for at-risk pupils is
  1 13 adopted.  A supplementary weighting of forty-eight
  1 14 ten-thousandths four hundred sixty-nine one-hundred-
  1 15 thousandths per pupil shall be assigned to the
  1 16 percentage of pupils in a school district enrolled in
  1 17 grades one through six, as reported by the school
  1 18 district on the basic educational data survey for the
  1 19 base year, who are eligible for free and reduced price
  1 20 meals under the federal National School Lunch Act and
  1 21 the federal Child Nutrition Act of 1966, 42 U.S.C. }
  1 22 1751-1785, multiplied by the budget enrollment in the
  1 23 school district; and a supplementary weighting of one
  1 24 hundred fifty-six fifty-two one-hundred-thousandths
  1 25 per pupil shall be assigned to pupils included in the
  1 26 budget enrollment of the school district. Amounts
  1 27 received as supplementary weighting for at-risk pupils
  1 28 shall be utilized by a school district to develop or
  1 29 maintain at-risk pupils' programs, which may include
  1 30 alternative school programs.
  1 31    Sec.    .  Section 257.11, subsection 4, paragraph
  1 32 b, as enacted by 2000 Iowa Acts, House File 2496, is
  1 33 amended by adding the following new unnumbered
  1 34 paragraph:
  1 35    NEW UNNUMBERED PARAGRAPH.  For the purposes of this
  1 36 paragraph "b", the amount received for the budget year
  1 37 beginning July 1, 1999, shall be adjusted according to
  1 38 the provisions of section 257.6 based upon reports
  1 39 filed under section 11.6.  The adjusted amount shall
  1 40 be used as the basis for any guarantees or
  1 41 reductions."
