1 7 assembly and approved by the governor, the governor
1 8 shall sell".

1 10 inserting the following: "and the executive council.
1 11 A program plan shall not be implemented unless
1 12 implementation of the program plan is authorized by a
1 13 constitutional majority of each house of the general
1 14 assembly and approved by the governor."
