  1  1    Amend the amendment, S-5622, to House File 2549, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 11, by striking lines 30 through 33.
  1  5    #2.  Page 27, by inserting after line 19 the
  1  6 following:
  1  7    "Sec.    .  Section 257.11, subsection 4, paragraph
  1  8 c, as enacted by 2000 Iowa Acts, House File 2496, if
  1  9 enacted, is amended by striking the paragraph."
  1 10    #3.  Page 30, by inserting after line 13 the
  1 11 following:
  1 12    "Sec.    .  Section 279.51, subsection 1,
  1 13 unnumbered paragraph 1, Code Supplement 1999, is
  1 14 amended to read as follows:
  1 15    There is appropriated from the general fund of the
  1 16 state to the department of education for the fiscal
  1 17 year beginning July 1, 1998 2000, and each succeeding
  1 18 fiscal year, the sum of fifteen million three nine
  1 19 hundred sixty thousand dollars.
  1 20    Sec.    .  Section 279.51, subsection 1, paragraphs
  1 21 c and e, Code Supplement 1999, are amended to read as
  1 22 follows:
  1 23    c.  For each of the fiscal years during the fiscal
  1 24 period beginning July 1, 1996 2000, and ending June
  1 25 30, 2000 2004, two three million eight four hundred
  1 26 thousand dollars of the funds appropriated shall be
  1 27 allocated for the school-based youth services
  1 28 education program established in subsection 3.  For
  1 29 each of the fiscal years during the fiscal period
  1 30 beginning July 1, 1994, and ending June 30, 2000 2004,
  1 31 twenty thousand dollars of the funds allocated in this
  1 32 paragraph shall be expended for staff development,
  1 33 research, and the development of strategies for
  1 34 coordination with community-based youth organizations
  1 35 and agencies.  A school that received a grant during
  1 36 the fiscal year beginning July 1, 1993, or July 1,
  1 37 1997, is ineligible to receive a grant under this
  1 38 paragraph.  Subject to the approval of the state board
  1 39 of education, the allocation made in this paragraph
  1 40 may be renewed for additional four-year periods of
  1 41 time.
  1 42    e.  Notwithstanding paragraph "c", for each of the
  1 43 fiscal years during the fiscal period beginning July
  1 44 1, 1998, and ending June 30, 2000 2004, fifty thousand
  1 45 dollars of the funds allocated in paragraph "c" shall
  1 46 be granted to each of the schools that received grants
  1 47 under subsection 3 during the fiscal year beginning
  1 48 July 1, 1993, or July 1, 1997, to allow for expansion
  1 49 and to include identified minimum services if the
  1 50 school submits a program plan pursuant to subsection
  2  1 3.
  2  2    Sec.    .  Section 279.51, subsection 1, Code
  2  3 Supplement 1999, is amended by adding the following
  2  4 new paragraphs:
  2  5    NEW PARAGRAPH.  g.  From the moneys allocated in
  2  6 paragraph "c", for each fiscal year in which moneys
  2  7 are allocated, the sum of one hundred twenty thousand
  2  8 dollars shall be used to support the family resource
  2  9 center demonstration program established under chapter
  2 10 256C.
  2 11    NEW PARAGRAPH.  h.  From the moneys allocated in
  2 12 paragraph "c", for each fiscal year in which moneys
  2 13 are allocated, the sum of four hundred eighty thousand
  2 14 dollars shall be used to support the extended learning
  2 15 opportunities demonstration grant program.  The
  2 16 extended learning opportunities demonstration grant
  2 17 program is established in the department of education
  2 18 as a four-year demonstration grant program.  The
  2 19 department shall administer the program and provide
  2 20 grants to establish at least one model program in a
  2 21 school district with an enrollment of less than one
  2 22 thousand two hundred, in a school district with an
  2 23 enrollment of one thousand two hundred and not more
  2 24 than four thousand nine hundred ninety-nine, and in a
  2 25 school district with an enrollment of at least five
  2 26 thousand.  "Extended learning opportunity" means any
  2 27 service provided outside the hours of a normal school
  2 28 day or beyond the required school year and which is
  2 29 designed to maximize student and family success.
  2 30 Extended learning opportunities include but are not
  2 31 limited to extending the school year, the school day,
  2 32 or other school-based programs for students and
  2 33 families.  Services may include but are not limited to
  2 34 counseling, mentoring, cultural arts, community
  2 35 service, clubs, computer access homework assistance,
  2 36 and parenting skills.  The model programs should
  2 37 establish a continuum of academic and personal support
  2 38 for students and their families.
  2 39    From the sum allocated for use in accordance with
  2 40 this paragraph "h" in the fiscal year beginning July
  2 41 1, 2000, and ending June 30, 2001, one hundred twenty-
  2 42 one thousand dollars shall be used to support the
  2 43 americorps after-school initiative.
  2 44    Sec.    .  Section 279.51, subsection 3, Code
  2 45 Supplement 1999, is amended to read as follows:
  2 46    3.  A school-based youth services education program
  2 47 is established.  The department of education, in
  2 48 consultation with the department of human services,
  2 49 the department of workforce development, the Iowa
  2 50 department of public health, the division of criminal
  3  1 and juvenile justice planning of the department of
  3  2 human rights, institutions of higher learning with
  3  3 applicable programs, and the division of job training
  3  4 and entrepreneurship assistance of the department of
  3  5 economic development, shall develop a four-year
  3  6 demonstration grant program that commences in the
  3  7 fiscal year beginning July 1, 1994.  The department
  3  8 shall provide grants to individual or consortiums of
  3  9 elementary, middle, or high schools to establish
  3 10 school-based youth services programs, in conjunction
  3 11 with local agencies and community organizations, based
  3 12 upon program plans filed by the board of directors of
  3 13 the school district.  Grant recipients shall be
  3 14 prepared to offer extended learning opportunities as
  3 15 defined in subsection 1, paragraph "h" by July 1,
  3 16 2001.  The department shall provide grants to
  3 17 establish model programs in at least the following
  3 18 three size categories:"
