1 26 #3. By striking page 1, line 45 through page 2,
1 27 line 17 and inserting the following:
1 28 "# . Page 17, by inserting after line 5 the
1 29 following:
1 30 "Sec. . HORSE ASSOCIATIONS – FUNDING. For the
1 31 fiscal year beginning July 1, 2000, and ending June
1 32 30, 2001, an amount of the tax revenue received by the
1 33 state racing and gaming commission pursuant to section
1 34 99D.15, subsections 1, 3, and 4, equal to three-tenths
1 35 of one percent of the gross sum wagered by the pari-
1 36 mutuel method is appropriated to the department of
1 37 agriculture and land stewardship. Amounts
1 38 appropriated pursuant to this subsection shall be
1 39 allocated to the Iowa quarter horse racing
1 40 association, the Iowa thoroughbred breeders and owners
1 41 association, and the Iowa harness horse association in
1 42 an amount based upon each association's percentage of
1 43 total foals delivered during 2000. Moneys
1 44 appropriated in this section that remain unencumbered
1 45 or unobligated at the close of the fiscal year shall
1 46 not revert but shall remain available for expenditure
1 47 for the purpose designated in the succeeding fiscal
1 48 year.""
