  1  1    Amend Senate File 2448 as follows:
  1  2    #1.  Page 3, line 17, by inserting after the word
  1  3 "year." the following:  "If the department receives
  1  4 applications for tax credit certificates in excess of
  1  5 four million dollars, the applicants shall receive
  1  6 certificates for a prorated amount."
  1  7    #2.  Page 3, line 28, by striking the word "fuel"
  1  8 and inserting the following:  "fuel."
  1  9    #3.  Page 3, by striking lines 29 and 30.
  1 10    #4.  By striking page 11, line 24 through page 12,
  1 11 line 19, and inserting the following:
  1 12    "Sec.    .  RENEWABLE REFORMULATED GASOLINE –
  1 13 PROMOTIONAL AND EDUCATIONAL CAMPAIGN – STUDY.
  1 14    1.  There is appropriated from the general fund of
  1 15 the state to the department of agriculture and land
  1 16 stewardship for the fiscal year beginning July 1,
  1 17 2000, and ending June 30, 2001, the following amount,
  1 18 or so much thereof as is necessary, to be used for the
  1 19 purposes designated:
  1 20    For carrying out a renewable reformulated gasoline
  1 21 promotional and educational campaign and study:  
  1 22 .................................................. $    100,000
  1 23    2.  In carrying out this section, the department
  1 24 shall provide participating retail dealers of motor
  1 25 vehicle fuel as provided in chapter 214A with
  1 26 promotional and educational information designed to
  1 27 increase the demand for renewable reformulated
  1 28 gasoline.  The information shall be posted in a
  1 29 printed format and located in a conspicuous place at
  1 30 the point of sale.  The information shall be in a form
  1 31 that increases consumer awareness of renewable
  1 32 reformulated gasoline, including but not limited to
  1 33 signs or decals placed on motor vehicle fuel pumps,
  1 34 including decals required pursuant to section 214A.16.
  1 35    3.  The office of renewable fuels and coproducts
  1 36 created pursuant to section 159A.3 shall administer
  1 37 this section together with other departmental
  1 38 divisions as determined necessary by the secretary of
  1 39 agriculture.  The department may cooperate with
  1 40 persons interested in increasing the demand for
  1 41 ethanol in order to carry out this section.
  1 42    4.  The department shall submit a report to the
  1 43 governor and the general assembly not later than March
  1 44 1, 2001.  The report shall include a summary of the
  1 45 expenditure of moneys appropriated under this section,
  1 46 the extent to which the promotional and educational
  1 47 information increased demand, and any recommendations
  1 48 for legislative action."
