The pilot 3 4 centers shall be designed to support workers, 3 5 businesses, and communities with information, 3 6 referrals, job placement assistance, translation, 3 7 language training, resettlement, as well as technical 3 8 and legal assistance on such issues as forms and 3 9 documentation. Through the coordination of local, 3 10 state, and federal service providers, and through the 3 11 development of partnerships with public, private, and 3 12 nonprofit entities with established records of 3 13 international service, these pilot centers shall seek 3 14 to provide a seamless service delivery system for new 3 15 Iowans." 3 16 #17. Page 16, by inserting after line 4 the 3 17 following: 3 18 "Sec. . Section 15.342A, Code Supplement 1999, 3 19 is amended to read as follows: 3 20 15.342A WORKFORCE DEVELOPMENT FUND ACCOUNT. 3 21 A workforce development fund account is established 3 22 in the office of the treasurer of state under the 3 23 control of the department. The account shall receive 3 24 funds pursuant to section 422.16A up to a maximum of 3 25teneight million dollars per year. The account shall 3 26 also receive funds pursuant to section 15.251 with no 3 27 dollar limitation. 3 28 Sec. . Section 15.343, subsection 3, Code 3 29 Supplement 1999, is amended to read as follows: 3 30 3. a. The director shall submit not later than 3 31 January 1 of each year at a regular or special 3 32 meeting, for approval by the economic development 3 33 board, the proposed allocation of funds from the 3 34 workforce development fund to be made for the next 3 35 fiscal year for the programs and purposes contained in 3 36 subsection 2. The director shall also submit a copy 3 37 of the proposed allocation to the chairpersons of the 3 38 joint economic development appropriations subcommittee 3 39 of the general assembly. Notwithstanding section 3 40 8.39, the plan may provide for increased or decreased 3 41 allocations if the demand for a program indicates that 3 42 the need is greater or lesser than the allocation for 3 43 that program. The director shall report on a 3 44 quarterly basis to the board on the status of the 3 45 funds and may present proposed revisions for approval 3 46 by the board in January and April of each year. The 3 47 director shall also provide quarterly reports to the 3 48 legislative fiscal bureau on the status of the funds. 3 49 Unobligated and unencumbered moneys remaining in the 3 50 workforce development fund or any of its accounts on 4 1 June 30 of each year shall be considered part of the 4 2 fund for purposes of the next year's allocation. 4 3 b. The first seven million dollars deposited in 4 4 the workforce development fund shall be used for 4 5 purposes provided in subsection 2, paragraph "b"." 4 6 #18. Page 17, line 2, by inserting after the word 4 7 "workforce" the following: ", including but not 4 8 limited to the persons with physical or mental 4 9 disabilities, persons convicted of a crime, or 4 10 minority persons between the ages of 12 and 25,". 4 11 #19. Page 17, by inserting after line 35 the 4 18 following: 4 19 "Sec. . Section 422.16A, Code 1999, is amended 4 20 to read as follows: 4 21 422.16A JOB TRAINING WITHHOLDING CERTIFICATION 4 22 AND TRANSFER. 4 23 Upon the completion by a business of its repayment 4 24 obligation for a training project funded under chapter 4 25 260E, including a job training project funded under 4 26 section 15A.8 or repaid in whole or in part by the 4 27 supplemental new jobs credit from withholding under 4 28 section 15A.7 or section 15.331, the sponsoring 4 29 community college shall report to the department of 4 30 economic development the amount of withholding paid by 4 31 the business to the community college during the final 4 32 twelve months of withholding payments. The department 4 33 of economic development shall notify the department of 4 34 revenue and finance of that amount. The department 4 35 shall credit to the workforce development fund account 4 36 established in section 15.342A twenty-five percent of 4 37 that amount each quarter for a period of ten years. 4 38 If the amount of withholding from the business or 4 39 employer is insufficient, the department shall prorate 4 40 the quarterly amount credited to the workforce 4 41 development fund account. The maximum amount from all 4 42 employers which shall be transferred to the workforce 4 43 development fund account in any year isteneight 4 44 million dollars. 4 45 Sec. . IMMIGRATION. The department of economic 4 46 development and the department of workforce 4 47 development shall collaborate efforts in delivering 4 48 immigration services in Iowa. 4 49 Sec. 500. NONREVERSION OF TECHNOLOGY INITIATIVES 4 50 ACCOUNT MONEYS. Notwithstanding section 8.33, moneys 5 1 appropriated and allocated to the department of 5 2 economic development in 1999 Iowa Acts, chapter 207, 5 3 section 5, subsection 3, paragraph "i", subparagraph 5 4 (1), relating to the business licensure center, that 5 5 remain unencumbered or unobligated at the close of the 5 6 fiscal year shall not revert but shall remain 5 7 available for expenditure for the purposes designated 5 8 until the close of the succeeding fiscal year." 5 9 #22.
