  1  1    Amend Senate File 2111, as passed by the Senate, as
  1  2 follows:
  1  3    #1.  By striking everything after the enacting
  1  4 clause and inserting the following:
  1  5    "Section 1.  Section 257.13, Code Supplement 1999,
  1  6 is amended by striking the section and inserting in
  1  7 lieu thereof the following:
  1  8    257.13  ON-TIME FUNDING BUDGET ADJUSTMENT.
  1  9    1.  For the school budget years beginning July 1,
  1 10 2000, and July 1, 2001, if a district's actual
  1 11 enrollment for the budget year, determined under
  1 12 section 257.6, is greater than its budget enrollment
  1 13 for the budget year, the district shall be eligible to
  1 14 receive an on-time funding budget adjustment.  The
  1 15 adjustment shall be in an amount equal to fifty
  1 16 percent of the difference between the actual
  1 17 enrollment for the budget year and the budget
  1 18 enrollment for the budget year, multiplied by district
  1 19 cost per pupil.
  1 20    2.  The board of directors of a school district
  1 21 that wishes to receive an on-time funding budget
  1 22 adjustment shall adopt a resolution to receive the
  1 23 adjustment and notify the school budget review
  1 24 committee by November 1, 2000.  The school budget
  1 25 review committee shall establish a modified allowable
  1 26 growth in an amount determined pursuant to subsection
  1 27 1.
  1 28    3.  If the board of directors of a school district
  1 29 determines that a need exists for additional funds
  1 30 exceeding the authorized budget adjustment for on-time
  1 31 funding pursuant to this section, a request for
  1 32 modified allowable growth based upon increased
  1 33 enrollment may be submitted to the school budget
  1 34 review committee as provided in section 257.31.
  1 35    Sec. 2.  Section 257.14, subsection 1, Code
  1 36 Supplement 1999, is amended to read as follows:
  1 37    1.  For the budget years year commencing July 1,
  1 38 1997, July 1, 1998, and July 1, 1999 2000, if the
  1 39 department of management determines that the regular
  1 40 program district cost of a school district for a
  1 41 budget year is less than the total of the regular
  1 42 program district cost plus any adjustment added under
  1 43 this section for the base year for that school
  1 44 district, the department of management shall provide
  1 45 school district shall be eligible to receive a budget
  1 46 adjustment for that district for that budget year that
  1 47 is up to an amount equal to the difference.  The board
  1 48 of directors of a school district that wishes to
  1 49 receive a budget adjustment pursuant to this
  1 50 subsection shall, notwithstanding the public notice
  2  1 and hearing provisions of chapter 24 or any other
  2  2 provision to the contrary, within thirty days
  2  3 following the enactment of this Act adopt a resolution
  2  4 to receive the budget adjustment and immediately
  2  5 notify the department of management of the adoption of
  2  6 the resolution and the amount of the budget adjustment
  2  7 to be received.
  2  8    Sec. 3.  Section 257.14, subsection 2, Code
  2  9 Supplement 1999, is amended by striking the subsection
  2 10 and inserting in lieu thereof the following:
  2 11    2.  For the budget year commencing July 1, 2001, if
  2 12 the department of management determines that the
  2 13 regular program district cost of a school district for
  2 14 a budget year is less than the regular program
  2 15 district cost for the base year for that school
  2 16 district, the school district shall be eligible to
  2 17 receive a budget adjustment for that district for that
  2 18 budget year up to an amount equal to the difference.
  2 19 The board of directors of a school district that
  2 20 wishes to receive a budget adjustment pursuant to this
  2 21 subsection shall adopt a resolution to receive the
  2 22 budget adjustment and notify the department of
  2 23 management of the adoption of the resolution and the
  2 24 amount of the budget adjustment to be received by
  2 25 March 1, 2001.
  2 26    Sec. 4.  EFFECTIVE DATE.  This Act, being deemed of
  2 27 immediate importance, takes effect upon enactment."
  2 28    #2.  Title page, lines 1 and 2, by striking the
  2 29 words "providing for a one hundred percent budget
  2 30 guarantee for school districts," and inserting the
  2 31 following:  "relating to certain school finance
  2 32 formula provisions".
  2 33    #3.  By renumbering as necessary.
